Jakarta – Lukman Hakim Saifuddin, Head of the Constitutional Forum, has asserted that Indonesia’s stance towards the escalating conflict between the United States and Israel against Iran must be firmly grounded in the mandate of the Constitution.

In a statement to Republika on Sunday (1 March 2026), Lukman reminded that the Preamble of the 1945 Constitution explicitly mandates Indonesia to participate in implementing world order based on independence, perpetual peace, and social justice.

“The 1945 Constitution clearly mandates Indonesia to participate in implementing world order based on independence, perpetual peace, and social justice. Therefore, the Indonesian Government must clearly assert to the world that armed attacks by Israel and America are a denial of peace,” he stated.

According to him, the attacks that have resulted in hundreds of casualties contradict the principles of peace and international law norms. He also highlighted the humanitarian dimension of the attacks occurring during Ramadan.

“Attacks against an Islamic nation during Ramadan are completely insensitive to the Muslim community worldwide who are observing the fast,” he said.

Lukman also emphasised the importance of constitutional mechanisms in addressing international developments. He referenced Article 11 of the 1945 Constitution, which stipulates that the President’s authority to declare war, make peace, and enter into treaties with other nations must be approved by Parliament.

“The Constitution makes clear that if the President intends to declare war, make peace, or enter into treaties with other nations, this must be done with the approval of Parliament. International agreements that have broad and fundamental impacts on the lives of the people and involve state finances must also receive parliamentary approval,” he asserted. “The President and Parliament must carry out the mandate of Article 11 of the 1945 Constitution.”

He added that in the context of an increasingly tense global situation, the government is expected to continue safeguarding Indonesia’s standing as an independent, united, sovereign, just, and prosperous nation. All forms of international agreements, according to him, must uphold the principles of humanity, justice, public interest, and equality.
