The House of Representatives Commission III held a public hearing with restaurateur and social media personality Nabilah O’Brien, owner of Bibi Kelinci restaurant in Kemang, South Jakarta. Commission III expressed support for withdrawing O’Brien’s suspect status and terminating the case against Bibi Kelinci.

The meeting was held in the Commission III conference room at the parliament complex in Senayan, Central Jakarta, on Monday, 9 March 2026, chaired by Commission III Chairman Habiburokhman.

“We find it necessary to respond to this matter as an implementation of the House of Representatives’ constitutional obligation to conduct oversight. Since last Saturday, we have been communicating intensively with our partner, the National Police,” said Habiburokhman during the meeting.

Habiburokhman welcomed the resolution of the Bibi Kelinci case through restorative justice. O’Brien has withdrawn her complaint, and the case has been terminated.

“Alhamdulillah, on Sunday evening, the complaint against Ms Nabilah O’Brien was withdrawn and consequently Ms Nabilah O’Brien no longer holds suspect status and this matter has been terminated,” said Habiburokhman.

“Furthermore, Ms Nabilah O’Brien has also forgiven the suspect in the theft case and withdrawn the complaint,” he added.

Habiburokhman expressed hope that the new Criminal Code and Criminal Procedure Code will bring about a fundamental shift in Indonesia’s legal paradigm. The Gerindra Party vice chairman believes not all legal disputes in society should be resolved in court.

“With the implementation of the new Criminal Code and Criminal Procedure Code, there should be a drastic change in our legal paradigm from previously pursuing retributive and formalistic justice towards restorative, rehabilitative, and substantive justice. Not all legal disputes in society should be resolved in court,” he further stated.

The case involved mutual complaints between Nabilah O’Brien and husband and wife pair Zendhy Kusuma and Evi Santi Rahayu, which has been peacefully resolved with both parties withdrawing their police complaints.

O’Brien had reported Zendhy and Evi after they allegedly took 14 food and beverage orders from her restaurant in the Kemang area of Mampang Prapatan, South Jakarta. She filed the report after her written demand for payment went unanswered.

The complaint was registered under number LP/B/048/IX/2025/SPKT/Mampang Police Sector/South Jakarta Metro Police/Metro Jakarta Regional Police. The incident occurred on Thursday, 19 September, and the alleged theft was captured on CCTV with the video going viral on social media.
