Jakarta (ANTARA) - Commission II of the Indonesian House of Representatives (DPR RI) held a working meeting and opinion hearing with the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid to discuss performance achievements and budget absorption.

“Regarding performance achievements and the 2026 budget absorption of the Ministry of ATR/BPN, although it has only been three months, some work has already been done,” said Deputy Chairman of Commission II of the DPR RI Zulfikar Arse Sadikin, who chaired the meeting at the parliamentary complex in Jakarta on Tuesday.

In addition, the meeting also discussed the follow-up to the results of the Financial Audit Board (BPK) examination of the Ministry of ATR/BPN’s financial statements for 2025.

In the meeting, Minister Nusron explained that based on the Budget Implementation List (DIPA) for 2026, the Ministry of ATR/BPN’s budget allocation is Rp9.49 trillion. However, due to a budget block of Rp551.65 billion, the effective allocation becomes Rp8.89 trillion.

He stated that budget absorption in the first quarter has reached Rp1.79 trillion, or about 20.10% of the effective allocation.

“The Ministry of ATR/BPN in the 2026 budget until the end of March has realised programmes and activities that are national priorities,” he said.

According to him, the Ministry of ATR/BPN is currently proposing additional budget to the Minister of State Secretary and the Minister of Finance to implement the three million houses programme, acceleration of detailed spatial planning (RDTR), and revisions to RT/RW.

Regarding support for the three million houses programme, Nusron stated that priorities are directed towards regions with low certification rates, such as Banten, West Java, Central Java, East Java, Yogyakarta, and Jakarta.

“The additional budget requirement to achieve the three million houses target is approximately Rp672 billion,” he said.

Meanwhile, regarding the acceleration of RDTR completion, the government targets the provision of 1,200 district/city RDTRs to be completed in stages during the 2026–2028 period with a budget requirement of Rp3.82 trillion.

“For the 2026 fiscal year target of 400 RDTRs, it requires an additional budget of Rp998 billion,” he said.

In addition, the government also targets the acceleration of revisions to 309 RT/RW to be completed in stages during the 2026-2028 period with a budget requirement of Rp1.03 trillion.

“This year’s target is 104 RT/RW with a proposal of Rp361 billion. These targets are distributed across 38 provinces throughout Indonesia,” said Nusron.

He further explained that in 2025, there were a total of 62 recommendations from the BPK RI for the Ministry of ATR/BPN. Until the end of last year, Nusron stated that his ministry has submitted follow-up actions on all of those recommendations.

According to him, this demonstrates the Ministry of ATR/BPN’s commitment to improving the quality of financial management and following up on audit recommendations on an ongoing basis.

“The status of recommendations that have been stated as completed until 31 December (2025) is 90.77%. Then, the unfinished recommendations are being followed up at 9.23%,” explained Nusron.
