Commission I of the DPR Discusses the National Resource Management Bill

Commission I of the House of Representatives (DPR) held an internal meeting to discuss the potential revision of Law No. 23 of 2019 on National Resource Management (PSDN) for National Defence. Several members of Commission I of the DPR arrived at the commission’s meeting room, which handles defence affairs, on Monday, 20 April 2026, around 12:30 WIB.

Among those present were Chairman of Commission I of the DPR Utut Adianto, member of the Indonesian Democratic Party of Struggle (PDIP) faction Tubagus Hasanuddin, and Deputy Chairman of Commission I Dave Akbarshah Fikarno Laksono. Dave stated that this meeting had been scheduled beforehand.

According to him, the meeting aims to study the proposed revision of the PSDN Law. However, he admitted that he does not yet know the substance of the changes that will be accommodated in the law enacted in 2019. “This is still an internal meeting. We haven’t discussed the substance yet. We still want to discuss what things will be changed,” said the Golkar Party politician when met at the DPR Building on Monday.

Dave claimed he does not know who proposed the idea of revising the PSDN Law, whether it was the government or the DPR. “We want to delve deeper first before we can make a decision to schedule it,” he said.

Met separately, Tubagus Hasanuddin confirmed that he was about to attend the meeting on the discussion of the PSDN Law. However, he claimed he did not know the agenda that would be discussed in the meeting. “I intend to ask about (the purpose of the meeting),” he said.

The enactment of the PSDN Bill by the DPR and the government on 26 September 2019 was marked by protests from a coalition of civil society. In 2020, the National Human Rights Commission (Komnas HAM) highlighted the lack of public participation in the discussion of the PSDN Law, which combines several bills on National Security, the National Defence Reserve Component Bill, and the National Defence Support Component Bill.

Imparsial criticised the articles regulating the mobilisation of natural resources, which they deemed not based on voluntariness. At that time, Deputy Director of Imparsial, Gufron Mabruri, stated that although registration as a reserve component by citizens is voluntary, the same does not apply to reserve components outside of humans, such as natural resources and man-made resources.

These resources, according to them, also require protection. The regulatory framework for reserve components for these resources should also be based on respect and protection of human rights.

Article 77 of this law, said Gufron, also contains regulations that threaten owners of natural resources, man-made resources, as well as facilities and infrastructure, which are designated as Reserve Components. The threat is that those who refuse to surrender them to the state can be imprisoned for four years.
