Commerce Minister to Review E-commerce Regulations
Commerce Minister Budi Santoso will re-evaluate regulations governing electronic commerce systems (PMSE) or e-commerce to strengthen oversight of online transactions and protect consumers.
This was announced by Budi at Rawasari Market in Jakarta on Monday, 16 March 2026, in response to increasing reports of alleged fraud in the buying and selling of goods through social media, including cases of sellers using verified blue accounts who fail to send goods after payment is received.
According to Budi, the Commerce Ministry is currently undertaking reforms to regulations relating to digital commerce activities, including through revision of ministerial regulations relating to e-commerce.
“We are currently revising the Commerce Ministry regulations related to e-commerce. So we will review and re-evaluate them together with ministries, agencies and business practitioners,” said Budi.
He explained that the evaluation aims to ensure that the oversight system for online commerce operates more effectively, as online buying and selling activities through digital platforms increase.
Beyond regulation evaluation, Budi stressed that the government continues to monitor trading practices, including following up on various public reports regarding alleged fraud in online transactions.
This oversight is conducted through the Directorate of Consumer Protection and Fair Trading, which handles various consumer complaints. “So we continue to handle complaints through the PKTN,” said Budi.
Digital commerce regulations are contained in Commerce Ministry Regulation (Permendag) Number 31 of 2023 concerning business licensing, advertising, guidance and oversight of business actors in electronic trading systems.
In this assessment, one option being discussed is providing greater space and priority for small and medium enterprise (UMKM) products on digital platforms.
