Code-Labeled Envelopes Behind Alleged Bribery of the Director General of Customs
Code-labeled envelopes from Blueray emerged in the trial into an import bribery case at the Directorate General of Customs (DJBC). In the proceedings, prosecutors from the Corruption Eradication Commission (KPK) charged three Blueray Cargo executives in the bribery case related to imports at the DJBC. The three defendants are Defendant I John Field, the head of Blueray Cargo; Defendant II Deddy Kurniawan Sukolo, the Operational Manager of Blueray Cargo; and Defendant III Andri, the head of Blueray Cargo’s documents team.
The prosecutors say the three provided SGD 61.3 million in cash. In addition, they are accused of providing various facilities and luxury goods valued at up to Rp 1.8 billion.
During the hearing, the prosecutors brought Orlando Hamonangan Sianipar, alias Ocoy, as Head of the Intelligence Section I of Customs at the Directorate of Enforcement and Investigation of the DJBC, to the Jakarta Corruption Court on Wednesday, 20 May 2026. Initially, the prosecutors displayed photographs of the envelope evidence they had seized.
“Permission, Your Honour, we show photos, and then link them to the codes understood by Mr Ocoy about who was allocated envelopes,” the prosecutor said.
The prosecutor then pressed Ocoy on who owned one envelope coded ‘SIS’. Ocoy said it belonged to the Head of the Intelligence Sub-Directorate, Sisprian Subiaksono.
“Now, this, Mr Ocoy. That is the ‘SIS’ code as you understand it; is ‘SIS’ referring to Sisprian?” asked the prosecutor. “Yes, Your Honour,” Ocoy replied.
“Then, what about that other mark in the corner, ‘SS’? Does that refer to someone else? Still Sisprian?” “Yes, Your Honour,” Ocoy answered.
The prosecutor then revealed another code written on an envelope: ‘OC’, which belonged to Ocoy.
“Good. This relates to the data; Your Honour, this is data we obtained from the BlueRay finance section. According to the code, for the seven, the eight codes, ‘OC’ is the witness?” “Yes, Your Honour,” Ocoy replied.
Several Officials Named as Receiving Money
The court heard that several officials in the DJBC were said to have received money in SGD. Among them, Director General of Customs Djaka Budhi Utama was said to have received SGD 213,600.
The data included coded names and amounts; one code corresponded to Ocoy, who prosecutors say received SGD 42,800.
“Apart from that, there were payments of SGD 28,500 and SGD 7,200 to a person named Faldi and to a person with the initials BY. Ocoy said BY is Budiman Bayu.
There were also payments to the Head of Facilities named Hendi amounting to SGD 5,400.
After several names were revealed, the prosecutors returned to Djaka Budhi, since the data showed that Djaka received SGD 213,600.
“Okay, Your Honour, we confirm that (the data) Sales 2, 1 is the Director General of Customs; the amount is SGD 213,600. We confirm that; we have the evidence,” said Takdir, the prosecutor.
“Do you understand the meaning of those codes?” the prosecutor asked Ocoy.
Ocoy admitted understanding the first, but for the subsequent codes he said he did not know.
The prosecutors then asked whether the money in the financial records actually arrived at the recipients. Ocoy replied, “Yes.”
“Okay, Your Honour, we will have other witnesses to confirm. According to the evidence, to your knowledge did the money reach the recipients?” the prosecutor asked, and Ocoy answered, “Yes.”
Customs Speaks Up
Customs said they respect the ongoing legal process and the presumption of innocence. “We respect the legal process and the evidentiary process underway in court, while continuing to uphold the presumption of innocence,” said Budi Prasetiyo, Head of the Public Relations and Outreach Sub-Directorate at Customs, when contacted on Thursday (21 May).
However, since the matter is now in the trial stage, the Customs party said they would not comment further on the case’s substance. “Because the matter is in the trial stage, out of respect for and to maintain the independence of the process, we will not comment on the substance,” he added.
