Civil Service Police Visit Foreign National in Nusa Penida Over Dog Barking Disturbing Residents
The Klungkung Civil Service Police (Satpol PP) visited a dog shelter managed by a foreign national in Sakti Village, Nusa Penida Subdistrict, Klungkung, Bali. The reason was complaints from local residents about the barking of dogs from the shelter or dog rescue facility.
Klungkung Satpol PP Head Dewa Putu Suwarbawa stated that residents felt disturbed by the dog barking from the shelter managed by the foreigner. According to Suwarbawa, the foreigner potentially violated the provisions of Klungkung Regional Regulation No. 2 of 2014 on Public Order.
“The Nusa Penida Subdistrict Order and Tranquility Section Head and the Sakti Village Head have already visited the site to check the conditions on the ground,” said Suwarbawa to detikBali on Wednesday (13/5/2026).
In accordance with the regulation, Suwarbawa explained, every person is obliged to ensure that their pets do not disturb the surrounding environment. Additionally, pet owners must ensure that their animals do not endanger, damage, or pollute the environment.
“We also provided education to the individual concerned, given the potential violation of Klungkung Regional Regulation No. 2 of 2014 on Public Order, specifically the animal husbandry order section in Article 20 paragraph 1 letter B,” he added.
The Klungkung Satpol PP then facilitated mediation between the residents and the foreigner managing the dog shelter. According to him, the foreign national was given space to provide clarification to obtain a balanced explanation.
“To listen more comprehensively and balanced, we have scheduled mediation at the Sakti Village Office,” said Suwarbawa.
“We will also check the required documents/permits while seeking the best solution for all parties,” he continued.
Separately, a local resident who wished to remain anonymous stated that residents have been disturbed by the dog sounds from the shelter managed by the foreign national. According to him, nearby residents have been coordinating with village officials to find a way out of the issue.
“Residents around are disturbed by the dog noises, especially at night. Because the location is close to residential areas,” said the resident.
