Jakarta, CNBC Indonesia — The government, through the Ministry of Defence (Kemenhan), is opening an opportunity for the State Civil Apparatus (ASN) to join the Reserve Component (Komcad).

The Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB), Rini Widyantini, has issued a circular regarding civil servant participation in the Komcad as part of efforts to support national defence.

Mohammad Averrouce, Acting Head of the Bureau of Communication and Public Information at the PANRB Ministry, explained that civil servants must still undergo selection in accordance with applicable regulations. However, the PANRB Ministry emphasises that civil servant participation in Komcad is selective and voluntary.

“We wish to clarify that not all ASN automatically become part of the Reserve Component. Participation in Komcad is selective, voluntary, and must meet certain requirements in accordance with applicable regulations,” he told CNBC Indonesia on Friday (27 February 2026).

He outlined several key requirements including a minimum age of 18 years and maximum of 35 years, good physical and mental health, no criminal record, and passage of administrative and competency selection processes based on established quotas.

Subsequently, civil servants who successfully pass will be required to undergo basic military training lasting approximately 45 days as part of national defence capacity building.

During the training, civil servants will continue to receive their salaries and allowances as per normal civil service duties, and will receive health protection support, equipment, and safety assurance. Averrouce stated that after completing Komcad training, participants will resume their roles as civil servants.

From the civil service management perspective, he explained that participation in Komcad is also regarded as part of competency development and professional enhancement for civil servants, whilst representing a tangible contribution to strengthening national resilience in accordance with their respective roles and capacities.

In the PANRB Minister’s circular regarding Komcad, civil servants who officially become Komcad candidates and complete the 45-day training will receive meal allowances, personal field equipment, healthcare treatment, and occupational accident and death benefits.

Civil servants undertaking Komcad military training will also receive 300 learning hours (JP) in their competency development according to Government Regulation 17/2020 on Civil Service Management, fulfilling the mandatory Professional Index (IP) requirement for civil servants, which mandates 20 JP annually.

Regarding career development, Personnel Development Officials (PPK) or Talent Committees may provide positive consideration and higher performance ratings in recognition of the competence demonstrated by civil servants designated as Komcad members during talent classification processes, creating opportunities for career and talent development so they may serve as role models for other civil servants.
