Civil Registry rejects marriage

My problem is that the Bandung District Civil Registry
(Soreang) has rejected my marriage registration on the grounds
that they have yet to receive a written implementation guideline
for registering marriages based on Confucianism. I know, however,
that similar marriage registrations can be conducted in Surabaya,
Cibinong, Tegal and some other cities.

Therefore, allow me to state the following:
* Presidential Instruction No. 14/1967 on Chinese religion,
belief and tradition has been revoked by virtue of Presidential
Decree No. 6/2000 dated Jan. 17, 2000;
* Circular of Home Minister No. 477/74054 dated Nov. 18, 1978
(which obstructs the registration of Confucianism-based marriages
at a civil registry), has been revoked by Circular of Home
Minister No. 477/805/SJ dated March 31, 2000, which emphasizes
immediate follow-up.

So, allow me to request that the governor, mayors and district
heads issue a written implementation guideline to the civil
registry in West Java, particularly Soreang, so that this office
can take, without hesitation, the registration of our marriage.
