Cimahi City Government Uncertain on THR Payout Timeline for Civil Servants Despite Finance Minister's Announcement

CIMAHI — The Cimahi City Government is unable to confirm the payment schedule for Holiday Allowance (THR) for Civil Servants (ASN). This is because regulations from the central government governing this policy have not yet been issued, despite Finance Minister Purbaya Yudhi Sadewa announcing that THR would be disbursed in early Ramadhan.

“We are still waiting for a circular or regulation from the central government,” said Harjono, Head of the Regional Financial Management and Asset Agency (BPKAD) of Cimahi City, when confirmed on Sunday (1 March 2026).

The Cimahi City Government is also unaware of the funding source for the THR to be disbursed to ASN in Cimahi. Although Finance Minister Purbaya had previously stated that the THR allocation for ASN/TNI/Polri in the first quarter of 2026 would reach Rp55 trillion.

“There have been no instructions (on the funding source). We only read in the news that Rp55 trillion has been allocated. But sometimes, as far as I know, we don’t know whether the funds will be dropped by the central government or whether the announcement only refers to central government employees—regional employees have to figure it out themselves. We’ll see the guidance later,” said Harjono.

However, according to Harjono, the budget for THR to ASN is typically disbursed by the central government through the Treasury Deposit Facility (TDF) mechanism or the Transfer to Regions (TKD) mechanism such as Revenue Sharing Funds (DBH) and General Allocation Funds (DAU) at Bank Indonesia, managed by the central government to manage idle regional cash. However, this facility is no longer available for Cimahi this year.

“Usually from Jakarta (the centre) there is TDF, so regional funds that are already in the APBN are not all transferred the previous year; the remainder is transferred just before Eid. But this year there isn’t any,” explained Harjono.

Previously, Republika reported that the government confirmed that the Holiday Allowance (THR) for civil servants (ASN), the military, and police would be disbursed in early Ramadhan 2026. This policy is expected to maintain purchasing power ahead of Eid al-Fitr.

“It will come for sure. I don’t know the exact date. What is clear is that at the beginning of the fasting month we hope to be able to distribute it,” said Finance Minister Purbaya Yudhi Sadewa in Jakarta on Friday (13 February 2026).
