REPUBLIKA.CO.ID, CIMAHI — The Cimahi City Government (Pemkot Cimahi) guarantees access to health services for all residents through the National Health Insurance programme (JKN). Based on end-2025 data, JKN participation in Cimahi City reached 574,000 people, or 98.25 percent of the total population, with an active participant rate of 81.53 percent. The number of participants placed Cimahi, under the leadership of Ngatiyana-Adhitia Yudisthira, on the Universal Health Coverage (UHC) Awards 2026 in the Primary category. The award is a form of appreciation for the region’s success in guaranteeing access to health services for all its residents. Mayor Ngatiyana said that of the residents already covered by the JKN programme, 100,564 people belong to the category of Workers Not Receiving Wages and Not Workers under BPJS Kesehatan, funded by the Cimahi City Budget. Thus residents are entitled to access health services free of charge at facilities from primary care to referrals. “Of course this is our commitment to provide the best health services for residents. This achievement is not the end point. There is still much to refine so that health services are truly equitable, of high quality, and sustainable,” Ngatiyana said on Thursday (5 March 2026). Ngatiyana emphasised that the UHC status is not solely about the participation rate, but also to ensure the public receive fair, high-quality health services without financial barriers, especially for the disadvantaged. “With UHC status, Cimahi residents can access health services from primary facilities to referrals without worrying about costs,” Ngatiyana said. The Cimahi City Government reiterates its commitment to sustaining UHC through strengthening health financing, improving service quality at health facilities, and updating participant data periodically. The commitment is realised through concrete steps, including the construction of Puskesmas Cibeureum, the development of the Blood Management Unit at Cimahi Regional Public Hospital (RSUD Cimahi), the Public Health Laboratory (Labkesmas), and the operation of 24-hour puskesmas services, to improve community health and support the development of high-quality human resources. “Hopefully this will motivate Cimahi City to improve the quality of health services and push for a higher category in coming years, while improving the health status of the population comprehensively,” Ngatiyana said. Ngatiyana added that the health service guarantee is a commitment he has carried since he has led for a year alongside Adhitia Yudisthira. In the first year of leadership, Ngatiyana-Adhitia chose to work quietly but with policies that gradually touch residents’ daily lives, from more affordable health services, more orderly bureaucracy, to a city space that is increasingly well arranged and friendly to the public. Impressive one-year performance of Pemkot Cimahi. Their performance has also come under the radar of the Indonesia Strategic Institute (Instrat), which released survey results on public satisfaction. The results showed that the majority of the public are satisfied with the leadership. The survey was conducted on 12-15 February 2026, with a selected sample of 450 respondents representing all sub-districts in Cimahi City. The survey used face-to-face interview methods with a margin of error of 4.57 percent. Instrat’s Director of Politics, Henry Baskoro, said that public satisfaction with Ngatiyana’s leadership was 85.6 percent. While those who were not satisfied accounted for 5.8 percent, and the remainder were unsure or did not answer, at 8.6 percent. “For the deputy, public satisfaction was 89.6 percent, with 4.9 percent not satisfied, and 5.5 percent unsure or not answering,” Henry said. Institutionally, the public also expressed satisfaction with the Cimahi City Government’s performance over the past year at 82.7 percent, 9.8 percent not satisfied, and 7.5 percent unsure or not answering. Regarding the responsiveness of the City Government compared to the previous Cimahi administration, 76.7 percent of respondents rated responsiveness as better, 21.7 percent as the same, and 1.6 percent as worse.
