Cimahi City Government Changes ASN WFH Policy from Wednesday to Friday
The Cimahi City Government has finally followed the central government’s regulations regarding the Work From Home (WFH) policy for Civil Servants (ASN) one day per week, namely every Friday. Previously, Cimahi Mayor Ngatiyana had proposed implementing WFH every Wednesday to prevent misuse by ASN if WFH were set just before the weekend. “This policy is implemented as part of transforming the work culture in the local government environment to be more adaptive, efficient, and technology-based,” said Ngatiyana on Thursday (2/4). In its implementation, the Cimahi City Government sets a maximum proportion of 75 percent of employees carrying out WFH and 25 percent still working from the office (WFO) every Friday. “This arrangement is adjusted by each regional apparatus considering service needs,” he stated. The WFH policy does not apply to Echelon II and Echelon III positions. They are still required to be present at the office to ensure coordination and decision-making functions run optimally. “The same applies to sub-district heads and village heads as the spearhead of government services in the area,” he added. Meanwhile, direct public service units such as the Regional General Hospital, Community Health Centres, Civil Service Police Unit and Fire Department, Regional Disaster Management Agency, Environmental Office, Population and Civil Registration Office, Investment and One-Stop Integrated Services Office, Public Service Mall, Regional Revenue Agency, Transportation Office, and educational units continue to provide services directly. “Technical arrangements for WFH implementation in public service units are still possible on a limited basis, as long as they do not disrupt the quality and continuity of services to the public,” he explained. Ngatiyana emphasised that the implementation of WFH must not disrupt public services. In its execution, they apply a strict supervision system through digital attendance. ASN carrying out WFH are required to take attendance from their registered domicile location in the system. “Public services must continue to run optimally. WFH must not reduce service quality,” he clarified. Furthermore, this policy is also aimed at supporting energy efficiency and pollution reduction. The Mayor encourages limiting the use of fuel-powered official vehicles and invites ASN to switch to public transport, electric vehicles, bicycles, or walking if possible. “This step is expected to contribute to emission reductions and operational budget savings,” he added.
