Cilacap Regent to Distribute IDR 20-100 Million in Holiday Allowances to Forum of Regional Leaders Following Extortion from Subordinates
The Corruption Eradication Commission (KPK) stated that Cilacap Regent Syamsul Auliya Rachman would distribute holiday allowances (THR) to the forum of regional leadership coordinators (Forkopimda) with varying amounts ranging from IDR 20-100 million.
“Each goodie bag ranged from IDR 100 million to IDR 50 million. Some were IDR 100 million, some were IDR 50 million, so each Forkopimda member received different amounts. Some received IDR 20 million,” said KPK Deputy for Prosecution and Execution Asep Guntur Rahayu at the Red and White Building on Saturday (14 March 2026).
Asep stated that the extortion carried out by Syamsul against his subordinates had accumulated IDR 610 million.
“There were six goodie bags in total, six goodie bags (IDR 610 million),” he said.
The two individuals charged were Cilacap Regent Syamsul Auliya and Cilacap Regional Secretary (Sekda) Sadmoko Danardono.
“The KPK subsequently elevated this matter to the investigation stage and named two suspects: AUL as Cilacap Regent for the 2025-2030 period, and SAD as the Regional Secretary of Cilacap Regency,” said KPK Deputy for Prosecution and Execution Asep Guntur Rahayu at a press conference at KPK’s Red and White Building on Saturday.
In the case construction, the KPK suspects Syamsul Auliya Rachman threatened to rotate officials within the Cilacap Regency administration if they failed to hand over the holiday allowance (THR) according to his demands.
The KPK stated that numerous officials from regional working units (SKPD) acknowledged they feared being transferred if they did not comply with the regent’s demands.
“Several witnesses, among the 13 officials we have, mentioned that they were indeed concerned that if they did not fulfil Syamsul’s requests, they would be transferred and so forth,” said Asep.
He stated that the KPK had examined at least seven regional officials within the Cilacap Regency administration.
The KPK also revealed that 47 SKPDs within the Cilacap Regency Government were targeted for THR fund collection, totalling IDR 750 million. These funds were intended to be distributed to external parties, namely the forum of regional leadership communication (Forkopimda). Asep stated that Syamsul targeted completion of the fund collection by 13 March 2026.
Each SKPD was requested to remit funds between IDR 75 million and IDR 100 million. However, in practice, several SKPDs only managed to remit funds between IDR 3 million and IDR 100 million.
The KPK subsequently detained Syamsul and Sadmoko at the KPK detention centre for an initial detention period of 20 days.
For their actions, the suspects were charged with violating Article 12 letter e and/or Article 12B of Law Number 31 of 1999 concerning the Eradication of Corruption Crimes as amended by Law Number 20 of 2001, in conjunction with Article 20 letter c of Law Number 1 of 2023 concerning the Criminal Code.
