Jakarta, CNN Indonesia — Senior paediatric heart consultant Piprim Basarah Yanuarso has come under the spotlight after claiming he was dismissed by Health Minister Budi Gunadi Sadikin (BGS) following his refusal to accept a transfer. Piprim announced the news of his dismissal in a video posted on his Instagram account @dri.piprim on Sunday (15/2).

“Assalamualaikum warrohmatullahiwabarakatuh, I have finally been dismissed by Health Minister Budi Gunadi Sadikin,” Piprim said in the video.

Prior to the dismissal, Piprim had been transferred from Cipto Mangunkusumo National General Hospital (RSCM) to Fatmawati National General Hospital. However, he deemed the transfer to be politically motivated and illegal. Well before that, he had opposed the collegium system currently placed under the Ministry of Health.

The following is the chronology of Dr Piprim’s claim of being dismissed by BGS.

Piprim had previously expressed his opposition to the collegium being placed under the Ministry of Health. He then sought to champion the organisation’s independence in accordance with the mandate of the national congress in Semarang. At one point, Piprim received information from a senior colleague that those who opposed the collegium being placed under the Ministry of Health would be transferred.

Then in April 2025, the paediatric specialist was transferred from RSCM to Fatmawati National General Hospital. However, Piprim felt the transfer process was not transparent, illegal, and abrupt. He even filed a lawsuit with the State Administrative Court (PTUN) regarding the transfer.

Fatmawati National General Hospital’s Version

Fatmawati National General Hospital Director Wahyu Widodo said the hospital had received Piprim’s transfer letter. However, he expressed regret over Piprim’s decision to refuse to continue practising at Fatmawati National General Hospital on the grounds that the transfer did not follow proper procedures and was invalid.

“In terms of procedure, we also received a letter from RSCM stating that his salary had been transferred so that payments would no longer come through RSCM but through Fatmawati National General Hospital,” Wahyu said on Sunday (15/2).

“This means that legally, the individual has officially become a Fatmawati employee, legally speaking,” he added.

The hospital had progressively issued warnings to Piprim, ranging from verbal reprimands to a First Warning Letter. However, he disregarded them and continued pursuing his court case.

Fatmawati National General Hospital ultimately concluded that Piprim had failed to carry out his duties and functions for 28 days, resulting in his dismissal as a civil servant (ASN).

Wahyu considered Piprim’s dismissal as a civil servant to be due to his absence for 28 working days or more, in accordance with Government Regulation No. 94 of 2021 concerning Civil Servant Discipline.

“So we indeed had to consider imposing disciplinary sanctions. The most recent matter relates to the article stating consecutive absence, failure to carry out obligations — a serious violation for a civil servant,” he said.

The following is the timeline of Piprim’s dismissal according to Fatmawati National General Hospital:

15 September 2025: The Director of Fatmawati National General Hospital imposed a disciplinary sanction in the form of a written reprimand for violating Government Regulation No. 94 of 2021 concerning Civil Servant Discipline, namely failing to carry out official duties with full dedication, honesty, awareness and responsibility, and Article 4 paragraph (f), namely not reporting to work and not adhering to working hour regulations.

16 September 2025: Piprim was reported to have again been absent from work without valid reason, prompting the Examination Team to issue a summons on 16 September 2025. The individual did not attend Summons I, and a second summons was issued on 25 September 2025 to appear before the examination team on 8 October 2025, which the individual did attend.

25 September 2025: Two summonses had been issued to the individual — Summons I and Summons II dated 3 September 2025 — but the individual never attended either.

8 October 2025: Based on the examination report of Piprim, it was established that the individual had been resisting from the outset, was fully aware of the consequences — including the maximum penalty of dismissal — and had acted consciously. Based on this account, the individual was proven to have committed a serious disciplinary violation, namely never reporting to work without valid reason at Fatmawati National General Hospital since 26 March 2025, in relation to the Civil Servant Transfer within the Ministry of Health. The hospital maintained that despite the individual awaiting a PTUN ruling, he was obliged to continue carrying out his duties until a new court decision was issued.

29 October 2025: A letter from the Director of Fatmawati National General Hospital dated 14 October 2025 confirmed that the individual had not reported to work and had been continuously absent since April 2025 up to that point.
