Central Sulawesi Public Works Agency Requests BKPM to Revoke BTIIG Permit from OSS
The Public Works and Water Resources Agency (Cikasda) of Central Sulawesi Province has requested the Ministry of Investment/Investment Coordinating Board (BKPM) to revoke the permit of PT Baoshuo Taman Industry Investment Group (BTIIG) from the Online Single Submission (OSS) system.
"We will immediately send a letter to BKPM through the Investment and One-Stop Integrated Services Agency (DPMPTSP) to revoke the permit," said Head of Central Sulawesi's Cikasda, Andi Ruly Djanggola, in Palu on Tuesday.
He explained that the permit was issued by DPMPTSP in relation to water resource management at the Karaupa Dam Irrigation system in Bumi Raya District, Morowali Regency. The permit was based on a Technical Recommendation (Rekomtek) from Cikasda, which has been confirmed as forged.
The forged Technical Recommendation was detected through the Srikandi application. The letter was dated 5 July 2023, whilst the signature barcode was dated 30 September 2023.
"This is contradictory, as it is impossible for the letter to be dated 5 July 2024, yet the barcode scan of my signature to be from a year earlier, 30 September 2023," he said.
Furthermore, he suspected that the permit forgery was enabled by weaknesses in the OSS system, Indonesia's integrated electronic business licensing platform.
"The OSS system can accept forged documents because applications are submitted through company accounts," he said.
Previously, Central Sulawesi Governor Anwar Hafid officially issued a Warning Letter to PT BTIIG regarding plans to construct a raw water intake at the Karaopa River Dam in Morowali Regency.
The letter, numbered 600.1.2/154 trs Cikasda, was issued on 2 May 2025 and addressed directly to the management of PT BTIIG. The action was taken in response to opposition from communities in Bumi Raya and Wita Ponda districts, particularly farmers, agricultural labourers, and other community members concerned about the construction's impact on their water access.
In the letter, Governor Anwar Hafid emphasised three key points, one of which was the absence of any water utilisation permit. The Central Sulawesi Provincial Government has never issued a water resource utilisation permit for the Karaopa River to PT BTIIG. Therefore, the extraction of water without a permit is considered illegal and subject to legal sanctions.
