The Central Information Commission (KIP) has partially granted a petition regarding the study records of Indonesia’s seventh President, Joko Widodo (Jokowi). The commission determined that certain information related to Jokowi’s studies at UGM constitutes open information.

The petition concerning Jokowi’s study records was filed by the Bongkar Ijazah Jokowi (Bon Jowi) alliance. The respondent in case number 055/X/KIP-PSI/2025 is Universitas Gadjah Mada (UGM), where Jokowi studied.

“We are granting the petitioner’s request in part,” stated Rospita Vici Paulyn, chair of the commissioner panel, whilst delivering the verdict at the KIP office in Central Jakarta on Tuesday, 10 March.

KIP identified seven documents classified as open information: copies of the original diploma, transcripts, study plan cards (KRS), and study results cards (KHS). Additionally, community service reports (KKN), thesis or final project reports, supervisor assignment letters and examination proceedings, graduation decree (SK yudisium), graduation verification documentation, and graduation book were declared as open information.

“We declare the information requested by the petitioner, as referred to in paragraph 4.36 Section I, items 2 through 8, to constitute partially open information insofar as it does not contain grades and personal information of other parties,” she stated.

Conversely, KIP declined to declare Jokowi’s original diploma as open information. The commission stated that Jokowi’s original diploma is not in UGM’s possession as the respondent party.

“We declare the information requested by the petitioner, as referred to in paragraph 4.36 Section I, item 1, to not be in the respondent’s possession,” she said.

KIP subsequently ordered UGM to provide the information requested by Bon Jowi regarding Jokowi’s study documents that were previously approved.

“We order the respondent to provide the information requested by the petitioner as referred to in paragraph 6.4, 6.6, and 6.7 to the petitioner after this decision achieves final legal force,” she stated.

KIP’s Rationale for Partial Approval

KIP explained its reasons for partially granting the petition filed by the Bon Jowi alliance regarding Jokowi’s studies at UGM. The commission determined that certain information related to Jokowi’s studies at UGM constitutes open information.

“We declare the information requested by the petitioner, as referred to in paragraph 4.36 Section I, items 2 through 8, to constitute partially open information insofar as it does not contain grades and personal information of other parties,” Rospita stated.

On this basis, the panel partially granted the petition filed by Bon Jowi, as documented in case number 055/X/KIP-PSI/2025.

“We are granting the petitioner’s request in part,” she added.
