Central government improves governance of RSUD in Papua
Jakarta (ANTARA) - The central government, together with the Papua provincial government and the Jayapura regency government, have agreed on concrete steps to improve healthcare service governance in Papua, particularly at Yowari General Hospital (RSUD Yowari).
Deputy Minister of Home Affairs Ribka Haluk in Jakarta on Wednesday expressed appreciation for the cross-sectoral commitment to improving healthcare services in Papua.
She stated that synergy between the central and regional governments is key to accelerating improvements, especially in hospital management and governance.
“According to the follow-up meeting results, we see that coordination between the central and regional governments is running very well, involving the Ministry of Health, Ministry of Social Affairs, BPJS, PMI, and security apparatus from the Jayapura Police Resort,” said Ribka in her statement.
This was conveyed by Ribka after a coordination meeting held virtually from the Ministry of Home Affairs (Kemendagri) headquarters in Jakarta.
The meeting was led by the Deputy Minister of Home Affairs and attended by Deputy Minister of Health Dante Saksono Harbuwono, Papua Governor Mathius D. Fakhiri along with his staff, Jayapura Regency administration, Director of RSUD Yowari, members of the Papua Special Autonomy Development Acceleration Steering Body (BP3OKP) Papua, and other related officials.
During the meeting, several crucial problems at RSUD Yowari were revealed, including patients being held for up to five days in the Emergency Department (IGD), sanitation and cleanliness issues, patient handling not in accordance with protocols, and weak inter-hospital referral coordination.
In response, Ribka explained that the Ministry of Health is currently ready to carry out improvements. In fact, RSUP Dr. Sardjito has been officially tasked with conducting a comprehensive evaluation of RSUD Yowari’s governance.
This includes preparing four main hospital governance guidelines covering financial aspects, medical services, human resources, education and research, and operations.
“We greatly appreciate the commitment of the Minister of Health and Deputy Minister of Health to improve hospital management governance, including the possibility of assistance with medical equipment and training for medical personnel,” she said.
The Papua provincial government, on that occasion, reaffirmed its commitment to addressing problems from the root by proposing collaboration with private hospitals and the TNI for patient distribution.
Additionally, it is pushing for cooperation with Cenderawasih University to support the availability of medical personnel in the Papua region.
“I see that the Governor’s enthusiasm is very high, with several strategic programmes, including plans to build housing for healthcare workers and patient families. This is a very good step that needs to be supported together,” said Ribka.
Additionally, Ribka also highlighted the land issue that will be used for building several infrastructures to support healthcare services at RSUD Yowari.
She emphasised that the land issue must be resolved immediately to support hospital infrastructure development.
“We request that the RSUD Yowari land certificate be completed this year so as not to hinder future facility and infrastructure development,” she asserted.
In terms of security, the Jayapura Police Resort has stationed six personnel in the RSUD Yowari area and established a security post to anticipate public order disturbances.
This step was taken following patient complaints regarding disturbances from individuals around the hospital.
On the health insurance side, Ribka stated that the Ministry of Social Affairs is currently adjusting deciles in accordance with national policies and striving to reactivate BPJS Health participants who are affected.
“The Ministry of Home Affairs will continue to oversee this improvement process comprehensively, including addressing various technical obstacles in the field,” she said.
