Cashless Toll Payment System Without Opening Windows Still Lacking Updates, BPJT Head Speaks Out
Jakarta, CNBC Indonesia - The implementation of the toll payment system without stopping or Multi Lane Free Flow (MLFF) is still not showing significant results, despite being promoted as a solution for modernising toll road transactions. The Ministry of Public Works (PU) is now pushing to accelerate the project after it previously encountered obstacles.
The Head of the Toll Road Regulatory Agency (BPJT), Wilan Oktavian, revealed that the MLFF project had previously stagnated but is beginning to see a bright spot following recommendations from the Financial and Development Supervisory Agency (BPKP).
“Indeed, it experienced stagnation. And alhamdulillah, at the end of last year, we received recommendations from BPKP, one of which is to continue or conduct trials again,” said Wilan.
Previously, there were differing assessments between the government and the implementing partners regarding the success of the system. This became one of the factors delaying the MLFF implementation.
“Because previously, there were two claims: from us at BPJT or PU, it was stated as unsuccessful, but from Roatex or the regulatory body, it was stated as successful,” he continued.
Now, the Ministry of PU is preparing a re-trial with a comprehensive approach to ensure the system is truly ready for use by the public and toll road operators.
“Well, we plan to conduct a trial. This trial will be done end-to-end, meaning from downloading the application to the payment being received by BPJT or RTS,” he explained.
The stages towards the full trial have been outlined, starting with pre-trials focused on perfecting the technical and operational aspects of the system.
As part of the preparations, the Ministry of PU previously conducted a functional test to ensure the application features run according to the designed scenarios.
“Well, in preparation for the trial TOR, from 3 to 5 March, the Minister conducted what is called a functional test. The functional test is more about trying a demonstration of the application features available on Kantas, then more on positive scenario basis,” he revealed.
This functional test is not the final stage. The government will still continue with further testing to ensure system readiness before entering a broader trial phase.
“Well, we will conduct functional test phase two soon to complete the TOR. Then, after the TOR is ready, the trial phase itself will be carried out. The target time is basically the sooner the better,” he concluded.
