BWA and Serang City Government Sign MoU to Accelerate Quran Literacy Programme with 15,000 Readers in One Man One Juz Initiative

The CEO of the Quran Endowment Board (Badan Wakaf Alquran/BWA), M. Ichsan Salam, affirmed the commitment to accelerate the Serang Mengaji programme following the signing of a memorandum of understanding (MoU) and cooperation agreement between BWA and the Serang City Government.

The programme was realised through the Serang Mengaji Launch and Tarhib Ramadan 1447 Hijriah/2026 Celebration, held on Friday, 13 February 2026. The event brought together more than 15,000 Quran readers under the One Man One Juz concept, running from 15:30 to 21:00 local time.

Secretary-General of the Serang Mengaji Task Force, Nana Sudjana, revealed that the event was attended by 15,000 participants from various backgrounds. Of these, 6,000 were students under the Serang City Education and Culture Agency, 2,000 were students from Islamic primary and secondary schools under the Ministry of Religious Affairs, 2,000 were students from Islamic boarding schools affiliated with the Serang City Islamic Boarding School Forum, and 5,000 were members of the general public. Under the One Man One Juz concept, each participant read one section of the Quran.

Nana also outlined the targets of the ongoing Quran literacy eradication programme. Of the 69,000 primary school students and 24,000 secondary school students in Serang City, only around 800 are currently unable to read the Quran. “God willing, within one to two months there will be no one left who cannot read the Quran,” he said optimistically.

To achieve this target, a Training of Trainers programme has been conducted for all Islamic Guidance Group teachers and religious education teachers, organised by BWA. Through this training, teachers have acquired the competence and rapid methods for teaching Quran reading.

Beyond strengthening Quran literacy, BWA and the Serang City Government have also initiated a Collaboration for Good programme themed “Serang City Cares for Sumatra and Banten”, which opens space for public participation in the form of empathy and concern for disaster victims in Sumatra and Banten.

The Serang Mengaji and Collaboration for Good programmes are expected to serve as an integration model between religious movements and sustainable humanitarian action.

The Serang City Government has partnered with BWA to develop the Serang Mengaji digital application, implemented without burdening the regional budget (APBD). This collaboration with third parties was undertaken to accelerate priority regional programmes whilst ensuring budget efficiency.

The Serang Mengaji application features a standout “Teacher’s Room” function, which enables children and users to learn Quran reading online with registered teachers simply by pressing a button in the application.

During the launch event, the Banten Provincial Government, Serang City Government, and the National Zakat Board (Baznas) presented umrah pilgrimage prizes to three students, and distributed thousands of copies of the Quran to the public.
