Buses ignoring schoolchildren

When traveling from Bekasi to Jakarta in the afternoon one is
sure to see schoolchildren on the roadside waiting a bus to take
them to school.
This is an indication of how little attention the regional
government is currently giving to education development.
I would like to urge the government to think about the great
need for transportation of schoolchildren. Efforts in this sector
may not be profitable but they will be beneficial for human
resources development.
Couldn't the government issue a policy to persuade or request
bus owners to serve the schoolchildren too? It must be admitted
that the fee collected from them (one third of the normal fare)
is insignificant to bus operators, but profit should not be the
only motive.
