Bulak Kapal Flyover in Bekasi to Be Built Imminently, Consuming Budget of Rp 361 Billion
BEKASI – The Bekasi City Government has confirmed that construction of the Bulak Kapal Flyover in East Bekasi will proceed as a strategic project to alleviate traffic congestion along the Jalan Ir. H. Juanda corridor.
According to data from the Bekasi City Department of Civil Works and Water Resources (DBMSDA), the flyover has a route length of 768 metres and spans the East Bekasi District, covering Duren Jaya, Aren Jaya, and Margahayu sub-districts.
Ridwan Muarief, Sub-Coordinator for Road Maintenance at the DBMSDA, stated that the project requires approximately 10,637 square metres of land. “The land area required for the project construction is estimated to reach approximately 10,637 square metres,” said Ridwan when contacted on Saturday (28 February 2026).
“For the Bulak Kapal flyover, the physical construction budget is Rp 256 billion from the West Java provincial government. Bekasi City Government has budgeted around Rp 100 billion for land acquisition from the City Planning and Public Works Office,” he explained.
Consequently, the total budget requirement for this project is estimated to exceed Rp 361 billion.
Muarief added that physical construction by the West Java Provincial Government is budgeted at Rp 20 billion this year and will continue as a multi-year project in subsequent years. “The design will cross Joyomartono Street towards Pahlawan Street,” he said.
The third quarter of 2025 will focus on socialisation and initial identification of land ownership. Entering the fourth quarter of 2025, the government will conduct public consultation and initial land acquisition with support from the 2025 regional budget allocation of Rp 50 billion.
Land acquisition will continue in the first quarter of 2026 with the 2026 regional budget allocation of Rp 57.6 billion.
“Currently, the land acquisition process is underway at the Bekasi City Land Agency. Land compensation payments will be made in May. Construction is scheduled to commence in the second quarter of 2026,” Ridwan said.
