‘The KPR is of course helped by the government. The government has created a subsidised KPR programme with a maximum income cap. The aim is to target low-income households because many are unbanked. If there are 10 deciles, then the hardest-to-reach would be deciles 1-2, while deciles 3-8 are intervened by KPR,’ he explained. Under this programme, the government provides assistance of around Rp20 million to Rp25 million per household. This year, BSPS is said to target around 400,000 households across Indonesia. ‘For deciles 1-2, the government has issued BSPS as a boost to self-help housing construction, so the government provides Rp20-25 million per household. This year there are 400,000 per household,’ he added. Nixon added that the government is currently reviewing a KPR tenor scheme of up to 40 years. The move is expected to widen access for low-income households to housing financing. ‘Today the government is examining KPR up to 40 years; hopefully deciles 1-2 can benefit. This is a penetration approach for MBR,’ he said. In addition to housing finance, BTN also relies on digitisation to reach communities without access to bank financing. Nixon noted that mobile phone penetration in Indonesia is currently much higher than bank account ownership. He cited that BTN has disbursed around 6 million KPR over more than 70 years. Yet in less than three years, BTN’s mobile banking users have reached about 5 million accounts. ‘We are building digitalisation for banking. Mobile penetration is higher than account penetration. BTN had around 6 million KPR over 70+ years; in less than three years, mobile banking accounts reached 5 million. In my view, the number of KPR is being overtaken by mobile users,’ he said. ‘Penetration rate now is easier because mobile can be accessed from home. This is how we reach the unbanked,’ he concluded.
