Jakarta — The Secretary of the State Domestic Policy Strategy Board (BSKDN) within the Ministry of Home Affairs (Kemendagri), Noudy R.P Tendean, has emphasised that the implementation of BerAKHLAK values must begin with a mentality of discipline.

“I am convinced that the implementation of BerAKHLAK values must start from self-discipline. Sometimes we arrive late to work, for example, not because there is an obstacle, but because of our own mentality. Yet as civil servants (ASN), we have a responsibility to demonstrate discipline and integrity in carrying out our duties,” said Noudy in a statement in Jakarta on Wednesday.

This is important so that the core values of the civil service are not merely understood conceptually, but are also reflected in daily work behaviour and serve as a foundation in carrying out tasks and responsibilities as public servants.

Furthermore, Noudy emphasised that the core values of BerAKHLAK civil service must not be understood merely as a slogan, but must be genuinely internalised and manifested in the daily behaviour of civil servants.

The BerAKHLAK values encompass service orientation, accountability, competence, harmony, loyalty, adaptability and collaboration.

These values must be reflected in every aspect of civil servants’ work and social interactions, both inside and outside the workplace. Particularly as civil servants are often viewed as respected figures and role models within society.

“Not only when at the office or conducting tasks, BerAKHLAK values must also be implemented outside (in daily life) because civil servants are patrons in society,” he noted.

On the occasion, Noudy also emphasised that strengthening work culture cannot run optimally without commitment from all levels of the organisation, both leaders and employees.

In this regard, leaders have an important role as exemplars in the application of BerAKHLAK values, whilst all employees are expected to implement them consistently in every task execution.

Furthermore, the application of core civil service values also needs to be supported by clear reward and punishment mechanisms. Noudy explained that this has a legal basis in Government Regulation No. 94 of 2021 on the Discipline of Civil Servants, which contains various provisions regarding the rights and obligations of civil servants, including compliance with working hours and the execution of duties with full responsibility.

“Discipline is not merely an obligation, but also a reflection of the professionalism of civil servants. When every employee has high loyalty, dedication and discipline, the overall quality of the civil service will improve and become an important asset for the organisation,” he added.

Meanwhile, Senior Human Resources Analyst at the Deputy for Civil Service Management Development and Empowerment at the State Personnel Board (BKN), Eunike Prapti Lestari K, stated that the national implementation of BerAKHLAK core values began with the issuance of the State Minister for Administrative and Bureaucratic Reform Circular No. 20 of 2021 on the Implementation of Core Values and Employer Branding of the Civil Service. This policy aimed to provide one unified core value for all civil servants in Indonesia.

“Previously, each institution had its own core values. However, with this policy, it is hoped that all civil servants will have uniform core values nationally, namely BerAKHLAK,” said Eunike.

These core values were then reinforced through the State Minister for Administrative and Bureaucratic Reform Regulation No. 6 of 2022 on Employee Performance Management, where BerAKHLAK values became one of the indicators in assessing employee behaviour. Furthermore, Law No. 20 of 2023 on the Civil Service also further emphasises that BerAKHLAK is the sole core value that must be adopted by all civil servants in Indonesia.

Eunike added that the implementation of BerAKHLAK values also plays an important role in preventing disciplinary violations among civil servants. Therefore, each institution is encouraged to translate these values into concrete work behaviours that are easy for employees to understand.

“Why does BerAKHLAK need to be implemented? It is essentially to prevent disciplinary violations,” she said.
