The Professional Code of Ethics Commission (KKEP) of the Indonesian National Police has officially imposed a Dishonourable Discharge (PTDH) on Maluku Regional Police Mobile Brigade member First Class Private Mesias Victoria Siahaya (MS).

Maluku Regional Police Chief Inspector General Dadang Hartanto said the Ethics Commission found Mesias guilty of violating the police professional code of ethics.

“The Professional Code of Ethics Commission has officially imposed a dishonourable discharge on First Class Private Mesias Victoria Siahaya after he was found to have violated a number of police ethical provisions,” he said in a written statement on Tuesday (24 February).

Dadang explained that during the hearing, the Ethics Commission also summoned and examined 14 witnesses both in person and online, including victim witnesses.

“The panel concluded that the alleged violator was proven to have breached obligations to maintain institutional honour and reputation, to comply with legal norms, as well as prohibitions against acts of violence and improper conduct,” he explained.

The imposition of the dishonourable discharge, Dadang said, reflects the police force’s commitment to zero tolerance for any form of ethical violations and acts of violence by its members.

He explained that the perpetrator will now continue with criminal proceedings currently underway at the Tual Police Station. Dadang assured that the handling of the case would be carried out objectively, transparently, and fairly.

“The outcome of this hearing represents a tangible commitment by the institution to uphold internal discipline and ethics, whilst ensuring that every police officer found to have committed violations will be dealt with firmly without exception,” he said.

The Tual Police Station had named Brimob Company 1, Pioneer Battalion C member First Class Private Mesias Siahaya as a suspect in an assault that caused AT (14), a student at the State Islamic Secondary School in Southeast Maluku, to die.

The incident began when a Brimob patrol was conducting a security operation using a tactical vehicle in the Tual City and Southeast Maluku Regency area in the early hours of Thursday (19 February).

The patrol was initially stationed at the Mangga Dua Complex in Langgur until approximately 02:00 Eastern Indonesian Time, before moving to Fiditan Village in Tual City after receiving a report from residents regarding an alleged assault near the Tete Pancing area.

Upon arriving at the location, the suspect and several other officers dismounted from the vehicle and carried out security measures. Approximately 10 minutes later, two motorcycles were travelling at high speed from the direction of Ngadi towards Tete Pancing.

The suspect reportedly swung a tactical helmet as a signal. However, the helmet struck the right temple of victim AT (14), causing the victim to fall from the motorcycle in a face-down position.

The victim was rushed to Karel Sadsuitubun Regional Hospital in Langgur for medical treatment. However, at 13:00 Eastern Indonesian Time, the victim was pronounced dead.

For his actions, MS has been charged under Article 35 in conjunction with Article 14 of the amendment to Law Number 23 of 2002 on Child Protection, as well as Article 474 paragraph 3 of the Criminal Code.
