BPJS Kesehatan Pati Branch Holds Coordination Forum to Enforce Business Entity Compliance with National Health Insurance

PATI - In an effort to strengthen the implementation of the National Health Insurance Programme (JKN) and enforce business entity compliance with mandatory participation requirements, BPJS Kesehatan's Pati Branch held a Coordination Forum on Supervision and Compliance Inspection on Wednesday (21/5/2025).

The event, held in Pati, involved strategic cross-institutional participation, including the Pati District Prosecutor's Office and the Pati Regency Manpower Agency. Present at the forum were Acting Head of the Pati District Prosecutor's Office Lingga Nuarie, Head of the Pati Regency Manpower Agency Bambang Agus Yunianto, and Head of BPJS Kesehatan Pati Branch Wahyu Giyanto, who discussed in depth the strategic steps needed to ensure all business entities comply with prevailing regulations.

In his presentation, Wahyu Giyanto revealed that JKN membership coverage in the Pati Branch's working area had reached 98.24 per cent as of 1 May 2025. He also emphasised that the largest segment of participants came from Health Insurance Contribution Assistance Recipients (PBI JK).

"Healthcare service costs covered up to April 2025 reached Rp599 billion. This indicates that the benefits of the JKN programme are truly felt by the public, but on the other hand we must ensure that all business entities also fulfil their contribution obligations," said Wahyu.

Regarding business entity compliance, Wahyu explained that more than 200 entities had been inspected, although still below target, and that his office continued working to ensure full compliance. "We continue to monitor business entities, and as a result, of the 214 inspected, 128 have demonstrated compliance. They have even added 915 workers as JKN participants, with total contributions collected of approximately Rp55 million," he said.

He noted, however, that 85 business entities remained non-compliant, citing various reasons. "The obstacles we encounter are quite diverse. Some workers are still registered as PBI participants, and there are also cases where workers refuse to transfer to the PPU segment," he explained.

Arrears were also a major concern. A total of 78 business entities were found to have outstanding contributions of more than one month between 5 and 16 May 2025, with arrears totalling Rp134 million. Of these, 40 had made partial payments, whilst 38 others had yet to fulfil their obligations.

"We have prepared a plan to submit Special Power of Attorney applications in June for business entities that show no commitment to resolution. This demonstrates our seriousness regarding the sustainability of the JKN programme," he said.

Acting Head of the Pati District Prosecutor's Office, Lingga Nuarie, stressed the importance of utilising the Business Identification Number (NIB) as the primary entry point for integrating business entity data into the Online Single Submission (OSS) system to ensure all entities can be monitored and fulfil their obligations.

"NIB has now become a crucial element in licensing. Integrating NIB with BPJS Kesehatan enables more systematic oversight. We will push for BPJS Kesehatan membership to become a mandatory requirement in the OSS process, as a form of corporate social responsibility towards workers," said Lingga.

However, he acknowledged that the implementation of administrative sanctions as stipulated in Government Regulation 86 of 2013 had not yet been running optimally at the regional level, evidenced by the many business entities still neglecting their responsibilities towards workers' rights.

"We need a clear technical formula to effectively impose administrative sanctions. A template letter recommending ineligibility for public services from BPJS to the Investment and One-Stop Integrated Services Agency (DPMPTSP) is needed," he added.

Meanwhile, Head of the Pati Regency Manpower Agency, Bambang Agus Yunianto, stated that his office was ready to support the drafting of a Regent's Circular Letter strengthening mandatory BPJS Kesehatan membership as part of public service requirements.

"We will also strengthen education for business operators and encourage synergy with labour inspectors and BPJS Kesehatan. Preventive steps such as graduated repayment for participants with outstanding arrears are needed," he said.

Bambang also raised the issue of participant segment transfers from PBPU (independent) to PPU (business entity), where 347 business entities had undergone this segment transition, with workers previously in the PBPU segment carrying total arrears of Rp2.8 billion.

"This is both a challenge and an opportunity. We need strong regulation and communication to ensure transferred participants continue to receive protection and can settle their arrears properly," he explained.

The forum concluded with agreement on several concrete follow-up action plans, including the preparation of standard operating procedures and sanction recommendation workflows for public services in accordance with Government Regulation 86 by BPJS Kesehatan and DPMPTSP, strengthening JKN membership data integration through OSS and Simple-Management by the Licensing Agency and Communications and Information Agency, and the drafting of a Regent/Mayor's Circular Letter on mandatory BPJS Kesehatan membership by the Manpower Agency and the Regional Investment Coordination Board.
