BPJS Health Still Waiting for Regulation on Write-off of JKN Premium Arrears
BPJS Kesehatan’s President Director Prihati Pujowaskito said the policy to write off outstanding JKN contributions was still under discussion by the government with stakeholders. BPJS, he said, was waiting for official regulation as the basis for implementing the policy.
At present, the policy regarding the write-off of premium arrears is still being discussed with all stakeholders involved, Prihati said in a text message on Friday, 6 March 2026. ‘BPJS Kesehatan, in principle, follows and waits for the official regulation that will be set by the government.’
Prihati said the agency was ready to implement the policy once there is a clear legal basis. BPJS, he said, would carry out the implementation in accordance with the provisions set by the government.
Prihati said the main aim of the policy is to facilitate access to health services for the public, especially for PBPU or self-employed participants who have premium arrears.
He said the policy is expected to reopen access to health services for participants who previously faced arrears. ‘With this policy, it is hoped that participants who previously had arrears difficulties can again access health services,’ he said.
However Prihati did not disclose the number of participants with arrears or the potential arrears that will be written off. He said the data are dynamic as they change with those paying arrears or reactivating as JKN participants. ‘BPJS Kesehatan, in principle, is waiting for official regulation that will be set as the basis for implementing the policy,’ he added.
As for the conditions and technical mechanisms for participants receiving the write-off, these are also under government discussion. Prihati said BPJS would promptly socialise the terms to the public after the official regulation is issued.
Previously, the idea of waiving BPJS Kesehatan contributions has circulated since October 2025. On the progress of the write-off plan, Health Minister Budi Gunadi Sadikin said the government has drafted a presidential regulation that is now complete through harmonisation and has been sent to the Ministry of State Secretariat.
