Jakarta — The Coordinating Minister for Community Empowerment Abdul Muhaimin Iskandar stated that strengthening fund governance is key to enhancing the benefits of the BPJS Ketenagakerjaan (Employment Social Security) programme for workers in Indonesia.

“The funds managed by BPJS Ketenagakerjaan reached Rp897.65 trillion by November 2025, approaching the target of Rp900 trillion. For this reason, we have a responsibility to optimise how we utilise these funds well for BPJS Ketenagakerjaan participants,” said Coordinating Minister Muhaimin Iskandar in a statement in Jakarta on Tuesday.

He made these remarks during an audience with BPJS Ketenagakerjaan Chief Executive Saiful Hidayat.

According to him, the social security system is a constitutional mandate as outlined in Article 34 paragraph (2) of the 1945 Constitution, which affirms the state’s obligation to develop a social security system for all citizens and empower disadvantaged and impoverished communities.

Throughout 2025, BPJS Ketenagakerjaan recorded 5.69 million claims valued at approximately Rp67.5 trillion, with investment returns reaching Rp59.7 trillion, exceeding the set targets.

However, the management of increasingly large funds must be balanced with a careful investment strategy oriented towards sustainable benefits for participants.

“This operational fund is very important because there is still a perception that equates it with BPJS Kesehatan (Health Insurance), whereas BPJS Ketenagakerjaan is far more sound,” said Muhaimin Iskandar.

Beyond fund management, the Coordinating Minister also emphasised the importance of expanding membership in the employment social security programme. Currently, membership coverage reaches only approximately 32.2 per cent of potential participants, necessitating strategic steps to reach more workers, particularly in the informal and rural sectors.

“The wider the membership, the greater the benefits that society can enjoy. For this reason, strengthening social security literacy and employer compliance must continue to be promoted,” he said.
