BP Batam Signs MoU with Investment Ministry to Boost Batam Free Trade Zone Investment

BP Batam officially signed a Memorandum of Understanding with the Ministry of Investment and Downstreaming/Investment Coordinating Board (BKPM) on Tuesday (24/6/2025) in Jakarta. The MoU was signed directly by Minister of Investment and Downstreaming/Head of BKPM, Rosan Perkasa Roeslani, and Head of BP Batam/Mayor of Batam, Amsakar Achmad.

The agreement covers efforts to develop investment in the Batam Free Trade and Free Port Zone, as a long-term collaborative commitment between the two institutions to realise sustainable development in Batam City.

In his remarks, Amsakar Achmad said the signing of the MoU strengthens the foundation of cooperation in terms of synchronisation and exchange of data and information, supervision of licensing systems, development of opportunities and policy formulation, and development of other potential resources.

"This step is a manifestation of our commitment to creating Batam City as an investment-friendly zone that is adaptive to global developments," said Amsakar.

He also outlined Batam City's investment realisation in 2024, which reached Rp43.26 trillion, representing a 31.17 per cent increase compared to the previous year. This increase simultaneously drove Batam's economic growth in the same year to 6.69 per cent, exceeding the national economic growth average of 5.03 per cent.

Nevertheless, Amsakar affirmed that his administration would strive to maintain this growth momentum with significant escalation each year. Based on directives from the President of the Republic of Indonesia, Batam has been mandated to contribute towards achieving the national economic growth target of 8 per cent through the National Medium-Term Development Plan (RPJMN) 2025–2029.

"We hope that what we have agreed upon today will become a concrete foundation for the integration of central policy and technical implementation in the regions to create a competitive investment climate in Batam City," said Amsakar.

Minister of Investment and Downstreaming/Head of BKPM, Rosan Perkasa Roeslani, expressed his appreciation for the achievements continuously driven by BP Batam. "The contribution from Batam is very important for us in achieving the 8 per cent national economic growth target set by the President," he said.

The investment target set by the Ministry of Investment and Downstreaming/BKPM exceeds Rp13,000 trillion for the next five years, whilst the 2025 investment target has been set at Rp1,900 trillion.

"I am confident that under the leadership of the Head of BP Batam and all ranks, this cooperation can proceed well and provide positive contributions for the people of Batam and Indonesia," Rosan concluded optimistically.

Also present at the meeting were Deputy Minister of Investment and Downstreaming/Deputy Head of BKPM, Todotua Pasaribu; Deputy Head of BP Batam, Li Claudia Chandra; Member/Deputy for Strategic Policy and Licensing at BP Batam, Sudirman Saad; Member/Deputy for Investment and Enterprise at BP Batam, Fary Francis; Member/Deputy for Infrastructure at BP Batam, Mouris Limanto; as well as senior officials within BP Batam.
