BP Batam Signs Memorandum of Understanding with Investment Ministry to Boost Batam Free Trade Zone
BP Batam officially signed a Memorandum of Understanding (MoU) with the Ministry of Investment and Downstreaming/Investment Coordinating Board (BKPM) on Tuesday (24/6/2025) in Jakarta.
The MoU was signed directly by Minister of Investment and Downstreaming/Head of BKPM, Rosan Perkasa Roeslani, and Head of BP Batam/Mayor of Batam, Amsakar Achmad. The agreement concerns efforts to develop investment in the Batam Free Trade and Free Port Zone, as a long-term collaborative commitment between the two institutions to realise sustainable development in Batam City.
In his remarks, Head of BP Batam/Mayor of Batam, Amsakar Achmad, said the signing of the MoU strengthens the foundation of cooperation in the following areas:
1. Synchronisation and exchange of data and information
2. Oversight of the licensing system
3. Development of opportunities and policy formulation
4. Development of other potential resources
"This step represents a manifestation of our commitment to establishing Batam City as an investment-friendly zone that is adaptive to global developments," said Amsakar.
On the occasion, he also outlined Batam City's investment realisation achievements in 2024, which reached Rp43.26 trillion, representing a 31.17 per cent increase compared to the previous year. This increase simultaneously drove Batam's economic growth in the same year to 6.69 per cent — exceeding the national average economic growth of 5.03 per cent.
Nevertheless, Amsakar affirmed that his administration would strive to maintain this growth momentum and achieve significant escalation each year. Based on directives from the President of the Republic of Indonesia, Batam has been mandated to contribute towards achieving the national economic growth target of 8 per cent through the National Medium-Term Development Plan (RPJMN) 2025–2029.
"We hope that what we have agreed upon today will serve as a concrete foundation for the integration of central policy and technical implementation at the regional level to create a competitive investment climate in Batam City," said Amsakar.
Minister of Investment and Downstreaming/Head of BKPM, Rosan Perkasa Roeslani, expressed his appreciation for the achievements continuously driven by BP Batam. "Batam's contribution is very important for us in achieving the 8 per cent national economic growth target set by the President," he said.
The investment target set by the Ministry of Investment and Downstreaming/BKPM exceeds Rp13,000 trillion over the next five years, whilst the 2025 investment target has been set at Rp1,900 trillion.
"I am confident that under the leadership of the Head of BP Batam and all ranks, this cooperation can proceed well and make a positive contribution to the people of Batam and Indonesia," Rosan concluded optimistically.
