Boosting the Housing Ecosystem: KPR Interest Subsidy at Only 5 Percent
JAKARTA — The government is providing a 5 per cent interest subsidy on Housing Loans (KUR Perumahan), with a fixed 6 per cent rate on the demand side, to strengthen the national housing ecosystem and widen access to housing finance. ‘KUR Perumahan provides a 5 per cent interest subsidy on the supply side and a fixed 6 per cent on the demand side,’ said Didyk Choiroel, Secretary General of the Ministry of Public Housing and Settlement (Kementerian Perumahan dan Kawasan Permukiman, PKP), at a Housing Programme socialisation event organised by the Housing Savings Management Agency (BP Tapera) in the Garuda Auditorium, Kalimantan Barat Governorate Complex, Pontianak, on Wednesday 4 March 2026, quoted from an official statement on Friday 6 March 2026.
The programme is aimed at accelerating community economic growth through empowering micro, small and medium enterprises (MSMEs) in the housing sector. According to Didyk, empowerment is undertaken on both the supply and demand sides within the housing ecosystem. He also praised Bank Rakyat Indonesia (BRI) as the bank with the highest disbursement of KUR Perumahan up to March 2026, amounting to Rp 3.7 trillion.
Deputy Commissioner for Utilisation of Tapera Funds Sid Herdi Kusuma explained that the subsidised mortgage loan via the Housing Financing Liquidity Facility (FLPP) is one solution for Masyarakat Berpenghasilan Rendah (MBR) to own a decent and affordable home. He said beneficiaries must meet several requirements, including not yet owning a home, not having previously received a government housing subsidy, and having a maximum income of Rp 9 million for those who are unmarried and Rp 11 million for those who are married. Sid also urged the public to register via the Housing Subsidised Mortgage Information System (SIKASEP).
In addition, the public can seek information on subsidised homes via the Developer Information System (SIKUMBANG) to ensure the application process is transparent and accountable. On the occasion, the PKP Minister outlined a number of policies to accelerate the national housing programme, described as a ‘red carpet for the people’. These policies include exemption from the Bea Perolehan Hak atas Tanah dan Bangunan (BPHTB) for MBR, exemption from the Building Permit (PBG), and a Government-borne Value Added Tax (PPNDTP).
The government also encourages collaboration through the Bantuan Stimulan Perumahan Swadaya (BSPS) programme and private sector corporate social responsibility (CSR).
For Kalimantan Barat, the allocation for housing retrofit programmes rose from 3,900 units last year to 13,000 units this year. Meanwhile, the 2026 FLPP quota for the province was set at 22,000 units. BP Tapera welcomed the higher quota as an opportunity to accelerate the disbursement of subsidised housing finance for MBR in Kalimantan Barat.
