Bogor Regency Government in West Java has implemented a work-from-home (WFH) policy for civil servants (ASN) every Friday as an effort to save energy amid the global crisis. The policy is outlined in Circular Letter Number 000.8.3/578-ORG, issued on 27 March 2026, and will take effect after the Eid al-Fitr 1447 Hijriah holiday and collective leave period. Bogor Regent Rudy Susmanto stated that this is a strategic step by the local government to maintain a balance between work productivity and energy efficiency. “We want to ensure that ASN performance remains optimal while also contributing meaningfully to energy savings,” said Rudy. He explained that the WFH scheme applies only every Friday, while on other working days, ASN must work from the office as usual. However, vital public services are still required to operate normally from the office. Services such as hospitals, transportation, security, and disaster management will continue to run to ensure public services are not disrupted. “Public services are the top priority, therefore essential service units must operate fully,” he said. In addition to the work system arrangement, Bogor Regency Government is also implementing several energy-saving measures in the office environment. These efforts include using energy-efficient electrical devices, turning off unused lights, and maximising natural lighting. Regulating room cooling temperatures to a minimum of 24 degrees Celsius, efficient water usage, and saving on office stationery are also part of the policy. On the other hand, the local government is encouraging changes in ASN mobility patterns to be more environmentally friendly and efficient in fuel use. On Mondays, Tuesdays, and Thursdays, ASN are encouraged to use official vehicles together or carpool. Meanwhile, on Wednesdays, ASN are urged to use public transport, motorcycles, bicycles, or walk. “We want to build a culture of energy saving among ASN, starting from simple things like regulating electricity use to more efficient transportation patterns,” Rudy revealed. To support the implementation of the policy, ASN are still required to conduct attendance and performance reporting via the SiCantik application. Additionally, employees must be ready to come to the office if there are urgent needs. Rudy emphasised that the implementation of WFH must not impact discipline or the quality of public services. “WFH does not mean lowering discipline. ASN must remain professional, responsible, and responsive to public needs,” he asserted.
