BNPT States National Security Situation Remains Controlled Alert Level

Jakarta — Indonesia’s National Counter-Terrorism Agency (BNPT) has stated that the current national security situation is at a controlled alert level within the risk management phase, rather than a crisis response phase.

BNPT Head Eddy Hartono, speaking at a Jakarta discussion forum on 23 February, outlined the key factors supporting this assessment: terrorism threats remain real but perpetrator capacity is limited with no major escalation; early detection remains high with rapid response; national stability is not strategically disrupted; and attack patterns are sporadic, individual, and not systematic.

“The state is in the risk management phase, not the crisis response phase. We have already discussed this with Densus 88 since last year,” Hartono said.

He explained that the risk management phase refers to the systematic application of policies and procedures to manage risks associated with terrorism threats in Indonesia. Institutionally, BNPT employs risk management to ensure the effectiveness of counter-terrorism policies and organisational governance.

According to Hartono, counter-terrorism efforts in Indonesia have undergone significant transformation. Data demonstrates the effectiveness of law enforcement actions in breaking various terror plans before execution. “I am grateful to Densus 88 for their hard work in mitigating threats. Based on a review of court decisions over the past two years, we found that Densus has thwarted approximately 27 planned attacks,” he stated.

However, Hartono warned that future challenges require stronger harmonisation instruments to establish a responsive system, particularly in addressing the involvement of children in terrorism-related offences. This encompasses regulation synchronisation, child assessment standards, integrated core management systems, and personnel capacity strengthening.

He emphasised the need to follow the new Criminal Code (KUHP) and Criminal Procedure Code (KUHAP) as well as the Juvenile Criminal Justice System (SPPA) for accountable law enforcement and respect for human rights.

Inspector General Sentot reinforced this point, stating: “Understand risk mitigation as conveyed by the BNPT Head, particularly in operational law enforcement against children in conflict with the law. There should be no hesitation, but always within the framework of the law.”
