BNPP Strengthens Priority Programmes for Border Areas in 2027
Minister of Home Affairs Muhammad Tito Karnavian, in his capacity as Head of the National Border Management Agency (BNPP), presented the policy direction and strengthening of border area management programmes during a working meeting and hearing with Commission II of the House of Representatives (DPR RI) on Thursday (11/6). The presentation was delivered as part of BNPP’s support for the implementation of the 2027 Government Work Plan (RKP). During the forum, Tito explained that the 2027 RKP carries the theme of accelerating quality growth through increased productivity, investment, and industry. This theme serves as the foundation for national development policy aimed at promoting sustainable and equitable economic growth, including in the country’s border regions. “The 2027 RKP theme is supported by eight national priorities, which are elaborated into 11 development focuses. These focuses include improving the quality of human resources, strengthening public productivity and purchasing power, digitalisation and efficiency of government administration, strengthening regulations and institutions, and achieving self-sufficiency in food, energy, and water,” Tito stated on Friday (12/6/2026). In line with these national priorities, BNPP plays a role in supporting seven clusters and 11 priority national work programmes directly related to border area management. This support is directed to ensure that the implementation of national programmes can proceed in harmony and effectively down to the country’s border regions. These efforts are realised through various strategic activities, including optimising the operations of 15 Cross-Border Posts (PLBN), facilitating the improvement of substandard housing quality in 34 border districts and cities, and constructing nutritional service units at PLBN. Furthermore, BNPP is also facilitating human resource empowerment in border areas, supporting mobile health services, and accelerating development in the frontier, outermost, and disadvantaged regions. To support the implementation of these programmes, BNPP has received an indicative budget ceiling for 2027 amounting to Rp213.92 billion. This indicative ceiling represents a decrease compared to the 2026 fiscal year, which reached Rp469.6 billion. “From this indicative ceiling, the majority is allocated for operational expenditure, including personnel costs and the operational maintenance of 15 PLBN. Meanwhile, the allocation for non-operational expenditure remains very limited to optimally support the execution of BNPP’s duties and functions,” Tito said. In connection with this, BNPP is proposing an additional budget for 2027 amounting to Rp231.54 billion. The proposed additional budget is planned to support national priority programmes, accelerate the construction of eight third-wave PLBN, facilitate the resolution of land and maritime state boundaries, rehabilitate and renovate PLBN that are over eight years old, and strengthen immigration, customs, and quarantine facilities and infrastructure. With this additional proposal, the total proposed budget ceiling for BNPP for 2027 becomes Rp445.47 billion. This strengthened budgetary support is expected to enhance the effectiveness of implementing national priority programmes in border areas, while simultaneously reinforcing BNPP’s role as the coordinator for integrated and sustainable border area management.
