        "content": "<p>Minister of Home Affairs Muhammad Tito Karnavian, in his capacity as\nHead of the National Border Management Agency (BNPP), presented the\npolicy direction and strengthening of border area management programmes\nduring a working meeting and hearing with Commission II of the House of\nRepresentatives (DPR RI) on Thursday (11\/6). The presentation was\ndelivered as part of BNPP\u2019s support for the implementation of the 2027\nGovernment Work Plan (RKP). During the forum, Tito explained that the\n2027 RKP carries the theme of accelerating quality growth through\nincreased productivity, investment, and industry. This theme serves as\nthe foundation for national development policy aimed at promoting\nsustainable and equitable economic growth, including in the country\u2019s\nborder regions. \u201cThe 2027 RKP theme is supported by eight national\npriorities, which are elaborated into 11 development focuses. These\nfocuses include improving the quality of human resources, strengthening\npublic productivity and purchasing power, digitalisation and efficiency\nof government administration, strengthening regulations and\ninstitutions, and achieving self-sufficiency in food, energy, and\nwater,\u201d Tito stated on Friday (12\/6\/2026). In line with these national\npriorities, BNPP plays a role in supporting seven clusters and 11\npriority national work programmes directly related to border area\nmanagement. This support is directed to ensure that the implementation\nof national programmes can proceed in harmony and effectively down to\nthe country\u2019s border regions. These efforts are realised through various\nstrategic activities, including optimising the operations of 15\nCross-Border Posts (PLBN), facilitating the improvement of substandard\nhousing quality in 34 border districts and cities, and constructing\nnutritional service units at PLBN. Furthermore, BNPP is also\nfacilitating human resource empowerment in border areas, supporting\nmobile health services, and accelerating development in the frontier,\noutermost, and disadvantaged regions. To support the implementation of\nthese programmes, BNPP has received an indicative budget ceiling for\n2027 amounting to Rp213.92 billion. This indicative ceiling represents a\ndecrease compared to the 2026 fiscal year, which reached Rp469.6\nbillion. \u201cFrom this indicative ceiling, the majority is allocated for\noperational expenditure, including personnel costs and the operational\nmaintenance of 15 PLBN. Meanwhile, the allocation for non-operational\nexpenditure remains very limited to optimally support the execution of\nBNPP\u2019s duties and functions,\u201d Tito said. In connection with this, BNPP\nis proposing an additional budget for 2027 amounting to Rp231.54\nbillion. The proposed additional budget is planned to support national\npriority programmes, accelerate the construction of eight third-wave\nPLBN, facilitate the resolution of land and maritime state boundaries,\nrehabilitate and renovate PLBN that are over eight years old, and\nstrengthen immigration, customs, and quarantine facilities and\ninfrastructure. With this additional proposal, the total proposed budget\nceiling for BNPP for 2027 becomes Rp445.47 billion. This strengthened\nbudgetary support is expected to enhance the effectiveness of\nimplementing national priority programmes in border areas, while\nsimultaneously reinforcing BNPP\u2019s role as the coordinator for integrated\nand sustainable border area management.<\/p>",
