BNPP Reaches Out to IPDN Cadets via the MENYALA Programme, Discusses Border Issues

National Border Management Agency (BNPP) of the Republic of Indonesia has launched the BNPP MENYALA programme (Menyapa Langsung Praja dan Mahasiswa) to strengthen the younger generation’s understanding of border area management. The programme is packaged as both a socialisation and a forum for dialogue on BNPP’s roles, duties, and functions.

The inaugural BNPP MENYALA event was held at the Institute of Public Administration (IPDN) Kalimantan Barat campus on Tuesday, 3 March 2026. This agenda serves as the opening of a national series to be staged in eight provincial border capitals, involving IPDN cadets and students from various state universities.

The forum was designed as an interactive space for discussion between BNPP RI and IPDN cadets as prospective civil servants. Through this approach, BNPP engages directly with participants, discussing challenges, dynamics, and opportunities for border area development.

BNPP RI Secretary General Komjen Pol. Makhruzi Rahman emphasised that border management requires personnel with cross-sector understanding and strong coordination capabilities.

“Borders require a conductor. IPDN cadets are prepared to understand legal, administrative and social aspects in a holistic manner, so that they can coordinate services and governance in border areas without sectoral ego,” Komjen Pol. Makhruzi stated in a written statement on Wednesday, 4 March 2026.

Makhruzi explained that the material discussed included an introduction to the national border limits, the concept of border management, the strategic role of the State Border Post (PLBN), and current issues in border areas. He also stressed that state officials’ presence at the border is not only administrative but also to safeguard and strengthen the nationalism of border communities.

“Cadets are needed to perform the function of community development. The nationalism of border communities must be safeguarded through humane and solution-oriented service, not merely formal instructions,” he added.

He hopes the activity will enhance cadets’ understanding of BNPP’s duties and functions, as well as strengthen BNPP’s communication and synergy with IPDN and encourage positive programme publicity.

“I hope our younger siblings can study well and complete their studies with good grades and good attitude,” Komjen Pol. Makhruzi said.

Meanwhile, BNPP RI Expert Group leader Nur Kholis invited IPDN cadets to view the border from conceptual and global perspectives. He explained the theory and evolution of the border concept, the strategic role of border areas, and the dynamics of border management in various countries. Nur Kholis also highlighted strategic issues such as human rights in border areas and the importance of a critical mindset for prospective state officials.

The activity was moderated by IPDN Kalimantan Barat Campus Director Dr. Maris Gunawan Rukmana. BNPP views this programme as expected to raise cadets’ understanding of BNPP’s strategic role, foster awareness of the importance of border development, and strengthen the commitment of the younger generation to support sovereign and sustainable border management.

Through BNPP MENYALA, BNPP RI states its commitment to continuing presence among the younger generation, building synergy with educational institutions, and preparing human resources for civil service who are nation-minded and ready to serve in the NKRI border region.
