Home Affairs Minister Muhammad Tito Karnavian, as Head of Indonesia’s National Border Management Agency (BNPP), inaugurated the programme to provide assistance for improving the quality of 15,000 substandard houses (RTLH), or house renovations, in underdeveloped, frontier, and outermost (3T) areas through the Self-Help Housing Stimulus Assistance (BSPS) scheme on Thursday (23/4/2026). The inauguration was conducted alongside Minister of Housing and Settlement Areas (PKP) Maruarar Sirait and Head of the Central Statistics Agency (BPS) Amalia Adininggar Widyasanti. Tito emphasised that the BSPS programme represents a concrete step by the state to bring developmental justice to border communities. He assessed that previously, few programmes had truly addressed the real needs of residents in border areas. “One of the tasks of the BNPP and the government is to deliver justice to border communities,” Tito stated in a written remark received by Kompas.com on Friday (24/4/2026). Tito revealed that the BSPS programme in border areas was initially allocated for 10,000 house units out of the total 400,000 national programme units by the Ministry of PKP in 2026. However, following a field visit to areas affected by flash floods in the Siau Tagulandang Biaro Islands (Sitaro), North Sulawesi, the number was increased to 15,000 units. “There has been no programme since the old days to carry out house renovations in border areas. We have selected 40 strategic regencies/cities in the border areas, covering 17 provinces,” Tito added. The former Chief of the Indonesian National Police also appreciated the support from President Prabowo Subianto as well as cross-ministerial and institutional synergy. National Single Socio-Economic Data from BPS will be used to verify and validate aid recipients on a by-name, by-address basis. Meanwhile, PKP Minister Maruarar Sirait affirmed that renovating people’s houses is one of the national priorities in line with the president’s directives. She explained that the scope of the BSPS programme in 2026 has increased significantly compared to the previous year. “Last year, it was 45,000 houses across Indonesia. This year, 400,000 houses. The increase is extraordinary, from 45,000 to 400,000,” she said.
