BNN Reveals Prison Overcapacity Reaches 90%, Majority Drug Convicts
The National Narcotics Agency (BNN) has revealed that the number of inmates in correctional institutions (Lapas) and state detention houses (Rutan) across the country is currently over capacity by up to 90% of their holding capacity.
BNN Chief Komjen Suyudi Ario Seto stated that the figure refers to the central correctional database system (SDP) as of 12 November 2025. He considers Indonesia’s prisons to be in a critical condition.
“Based on data from the Central SDP taken on 12 November 2025 at 07:30, we are faced with a critical situation regarding detainee and inmate data,” Suyudi said during a working meeting at Commission III of the DPR on Tuesday (7/4).
He detailed that the total capacity of Lapas and Rutan across Indonesia is currently only 146,260 people. However, in reality, the number has reached 278,376 people.
According to Suyudi, this results in the prison population exceeding capacity by 132,116, or 90% of the capacity.
“This has led to a very concerning overcapacity of 132,116 souls, reaching 90% of the normal capacity,” he said.
Of that number, according to Suyudi, the majority are drug case inmates, totalling 150,202 people or 54%, consisting of 96,176 as dealers and 54,026 as users.
“The figure of over 54,000 users should serve as a collective reflection. They are victims who truly need rehabilitation through medical and social interventions,” Suyudi stated.
