BLUD Procurement Becomes More Transparent and Accountable Through Digital Marketplace Adoption

Digital transformation in state and regional financial management continues to be a strategic government agenda aimed at enhancing efficiency, transparency, and accountability in goods and services procurement. One of the key instruments in procurement digitalisation is the utilisation of the Lokapasar Mitra LKPP RI (Government Procurement Policy Institute Partner Marketplace), which is integrated into the INAPROC ecosystem and facilitated by the Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (Government Procurement Policy Institute).

In this context, Badan Layanan Umum Daerah (BLUD or Regional Public Service Bodies), including Regional Public Hospitals (RSUD), health centres (Puskesmas), and educational units, possess financial management flexibility that requires procurement processes that are swift, straightforward, and accountable. Nevertheless, implementation still faces challenges including limited understanding of regulations, system adaptation, and optimised utilisation of digital marketplaces in BLUD procurement.

Yudia Ramli, Director of BLUD and Regional Property at the Directorate General of Regional Financial Development, Ministry of Home Affairs, emphasised that BLUD requires adaptive procurement mechanisms whilst upholding principles of good governance.

“BLUD has flexible management characteristics, therefore requiring rapid procurement processes whilst maintaining administrative order. The utilisation of Lokapasar Mitra LKPP RI serves as an important instrument to ensure BLUD procurement is conducted transparently, documented, and accountable,” stated Yudia in a statement on Friday, 27 February 2026.

As part of efforts to accelerate digital procurement adoption, a webinar titled “Accelerating BLUD Procurement Through Lokapasar Mitra LKPP RI” was held online. The activity was attended by nearly 1,000 participants from various BLUD work units across Indonesia and involved procurement stakeholders from central and regional government.

This socialisation activity aimed to provide understanding to Regional Public Hospitals, health centres, schools, and other BLUD units regarding the procurement mechanism through Lokapasar Mitra LKPP RI. Additionally, the activity promoted easier, faster, more transparent, and accountable digitalisation of BLUD goods and services procurement, whilst supporting accelerated budget realisation for BLUD, particularly in the health and education sectors.

The webinar material covered socialisation of BLUD procurement policies and regulations, introduction to the Lokapasar Mitra LKPP RI digital procurement ecosystem, procedures and processes for BLUD procurement through the marketplace, as well as presentations on best practices and case studies of digital BLUD procurement implementation.
