BKPM Accelerates Business Licensing Through OSS, Targets Rp 13,000 Trillion
JAKARTA, investor.id — The Ministry of Investment and Downstreaming/Indonesian Investment Coordinating Board (BKPM) is targeting a surge in national investment realisation through the optimisation of the Online Single Submission (OSS) system and improvements to Government Regulation No. 28 of 2025. The government projects that investment will reach Rp 13,000 trillion over the next five years.
Deputy Minister of Investment and Downstreaming, Todotua Pasaribu, emphasised that ease of licensing is a fundamental factor determining the speed of investment realisation on the ground.
“Licensing services are one of the major contributors to investment realisation. Licensing is the most fundamental aspect,” said Todotua after a socialisation event in Jakarta, Thursday (26/2/2026).
One of the breakthroughs in PP 28/2025 is the ease for 15.4 million micro-enterprises, which currently dominate 90% of the national business segment. Now, micro-enterprises are no longer hindered by lengthy location permits, but can carry out independent declarations through OSS.
Previously, the issuance of a Business Identification Number (NIB) was often hampered by the obligation to clarify the Approval of Conformity of Space Use Activities (PKKPR) or location permits, which took a long time. “Now, these micro-enterprises can make their own declarations, independently, simply by stating the location permit and their NIB can be issued,” said Todotua.
In addition, BKPM applies the principle of positive fiction and a Service Level Agreement (SLA) with technical ministries. Through this mechanism, licensing and operations can run in parallel with technical requirements being verified later through post-audits.
“If previously, businesses had to wait for all permits to be completed before they could operate, now we are transforming this so that it runs in parallel, so that our investment cycle can be shorter,” said Todotua.
BKPM cited the hospitality sector as an example, which is now targeted to obtain permits within 28 days. This transformation is expected to maintain Indonesia’s competitiveness, especially in strategic sectors such as mineral downstreaming, oil and gas, tourism, to data centres and green energy, which have a potential of up to 3,700 gigawatts.
According to Todotua, the effectiveness of regulatory improvements and OSS will be reflected in two main indicators, namely the growth in the number of business actors and the increase in investment realisation. The government is targeting investment realisation of around Rp 13,000 trillion over the next five years.
