BKN Issues 450 Warning Letters, Blocks 125 ASN Data, and Sanctions Agencies
The National Civil Service Agency (BKN) has recorded that, up to March 2026, 11.42% of civil service submissions were found to be non-compliant with merit principles. BKN has issued 450 warning letters, blocked 125 ASN data entries, and imposed service sanctions on agencies that violated the rules. This was stated by the Head of BKN, Zudan, during a Hearing with Commission II of the House of Representatives (DPR RI), as quoted from the official website on Thursday (16/4/2026). Regarding support for the government’s priority programmes, BKN has provided the ASN Digital platform, which has integrated 47 services and is used by more than 6.2 million ASN, or about 92% of the total national ASN, with an average daily visit of 6.9 million. BKN’s integrated service system is also present in strengthening digital-based performance management. The BKN e-Kinerja system, used by 5.7 million ASN, enables daily to annual performance monitoring through a national dashboard. In addition, BKN continues to accelerate the implementation of ASN talent management through the development of a national talent pool as a reference for promotions, rotations, and ASN mobility. In the implementation of ASN talent management to date, Zudan stated that BKN has recorded a significant increase of up to 388%. From the coaching function, BKN also targets assistance to 643 agencies, covering 514 districts/cities, 38 provinces, and 97 ministries/government agencies. This assistance is carried out through ASN management coaching, from formation planning to digitalisation, to ensure the implementation of policies in accordance with Norms, Standards, Procedures, and Criteria (NSPK). These efforts demonstrate BKN’s role not only as a regulator but also as an accelerator of bureaucratic transformation in regions and ministries/agencies. Not only that, BKN also carries out a number of collaborations related to national priority agendas, including the transfer of 38,000 agricultural extension workers to the central government, and support for large-scale recruitment of teachers and education personnel. With a total of 6.7 million ASN dominated by functional positions such as teachers and lecturers, this contribution directly impacts strategic development sectors. From the work effectiveness side, BKN has implemented a flexible work policy or Work From Anywhere (WFA), which has proven to increase operational efficiency by 30-33% per day.
