Jakarta - Head of the National Civil Service Agency (BKN) Zudan Arif Fakrulloh has stated that the development and training of artificial intelligence (AI) must be tailored to the needs of each service sector to ensure its utilisation is more effective in supporting government performance.

“Going forward, the utilisation of AI-based technology must be thematic. The training should be in line with governmental affairs and their respective service sectors,” Zudan said at the Garuda AI Impact Summit 2026 in Jakarta on Thursday.

According to him, the AI needs in the civil registration sector differ from those in staffing, investment, trade, education, health, and mining.

“The healthcare service sector differs from the civil administration service sector, differs from the education service sector, and differs from the religious service sector,” he said.

Zudan explained that the AI technology used so far within the Directorate General of Population and Civil Registration (Dukcapil) has largely focused on utilising biometrics and face recognition for identity verification and civil administration services.

He noted that each sector has different data characteristics, business processes, and service needs, thereby requiring different AI approaches.

To support this transformation, BKN is collaborating with Microsoft to prepare 145,000 AI talents who are expected to strengthen digital capacity across various government agencies.

He added that digital transformation within the government requires strengthening human resource competencies so that personnel can understand the application of AI according to their respective fields of duty.

According to him, the proper use of technology can help the government deliver public services that are faster, more efficient, and in line with community needs.

“This requires a great deal of transformation in the field of technology,” he said.
