Bima Arya Equips IPDN Papua Cadets with Three Core Leadership Foundations
Deputy Home Affairs Minister (Wamendagri) Bima Arya Sugiarto has emphasised that every aspiring regional leader and bureaucrat must possess three core leadership foundations. These are ideology, strategy, and tactics. These three aspects are considered crucial so that leaders can make decisions based on the values of truth and public leadership. Decisions must not be based solely on considerations of popularity or short-term interests. “For those of you who today have visions and aspirations of holding strategic positions, whatever they may be, you must have values and principles so that you are not easily bought by transactional interests,” Bima said in a written statement on Wednesday (24/6/2026). He made the remarks during a book review event for Babad Alas at the Papua campus of the Institute of Home Affairs Governance (IPDN) in Jayapura on Monday (22/6/2026). Bima explained that ideology serves as a compass that determines the direction of policy. However, these values must be translated through appropriate strategies to be realised into programmes that address the needs of citizens. According to him, such strategies have proven capable of driving regional progress. As an example, Bogor City’s locally generated revenue (PAD) successfully increased from Rp 544 billion to Rp 1.45 trillion in 2024, a rise of 167.9 percent. In addition, various development programmes were also realised. These achievements included the revitalisation of 15 hectares of city parks and the construction of 300 kilometres of pedestrian pathways to improve the quality of public spaces. Furthermore, Bima highlighted the importance of tactics and execution capability. He assessed that leaders must not only be skilled in formulating ideas but must also understand the people’s problems directly by going into the field. “A leader must be skilled on the ground, so my message is that problems are in the field, not behind a desk,” he asserted. He also reminded that the opportunity to lead is a valuable trust and does not last forever. Therefore, every prospective leader needs to prepare themselves from an early stage. This is very important so that they can make optimal use of their period of service when they are eventually entrusted with a strategic position. “When you are in a position, make the most of that precious time to make life better,” Bima added.
