        "content": "<p>Deputy Home Affairs Minister (Wamendagri) Bima Arya Sugiarto has\nemphasised that every aspiring regional leader and bureaucrat must\npossess three core leadership foundations. These are ideology, strategy,\nand tactics. These three aspects are considered crucial so that leaders\ncan make decisions based on the values of truth and public leadership.\nDecisions must not be based solely on considerations of popularity or\nshort-term interests. \u201cFor those of you who today have visions and\naspirations of holding strategic positions, whatever they may be, you\nmust have values and principles so that you are not easily bought by\ntransactional interests,\u201d Bima said in a written statement on Wednesday\n(24\/6\/2026). He made the remarks during a book review event for Babad\nAlas at the Papua campus of the Institute of Home Affairs Governance\n(IPDN) in Jayapura on Monday (22\/6\/2026). Bima explained that ideology\nserves as a compass that determines the direction of policy. However,\nthese values must be translated through appropriate strategies to be\nrealised into programmes that address the needs of citizens. According\nto him, such strategies have proven capable of driving regional\nprogress. As an example, Bogor City\u2019s locally generated revenue (PAD)\nsuccessfully increased from Rp 544 billion to Rp 1.45 trillion in 2024,\na rise of 167.9 percent. In addition, various development programmes\nwere also realised. These achievements included the revitalisation of 15\nhectares of city parks and the construction of 300 kilometres of\npedestrian pathways to improve the quality of public spaces.\nFurthermore, Bima highlighted the importance of tactics and execution\ncapability. He assessed that leaders must not only be skilled in\nformulating ideas but must also understand the people\u2019s problems\ndirectly by going into the field. \u201cA leader must be skilled on the\nground, so my message is that problems are in the field, not behind a\ndesk,\u201d he asserted. He also reminded that the opportunity to lead is a\nvaluable trust and does not last forever. Therefore, every prospective\nleader needs to prepare themselves from an early stage. This is very\nimportant so that they can make optimal use of their period of service\nwhen they are eventually entrusted with a strategic position. \u201cWhen you\nare in a position, make the most of that precious time to make life\nbetter,\u201d Bima added.<\/p>",
