Bids for coast reclamation project to be offered in March

JAKARTA (JP): The city administration will start offering parts of the 35-kilometer land reclamation project to local and foreign developers next month, Governor Surjadi Soedirdja says.

Speaking at a hearing with the House of Representatives' Commission X yesterday, Surjadi said that the project will be part of the reclamation of the north shore, from Pluit to Cilincing.

"The detailed list of the operations up for tender has yet to be completed. A breakdown is in the pipeline," he said, adding that the administration should make sure the work is carried out properly.

"Who will own the new reclaimed land, how much the developers must pay the city administration, and the conditions of the environmental impact analysis must all be made legally clear," he said.

There will be many contractors on this project, he confirmed, but refused to be pinned down to any specific figure for the value of the project.

Last year, the city council approved the provincial decree on land reclamation after a private developer, PT Manggala Karya Yudha, which belongs to President Soeharto's youngest daughter Siti Hutami Endang Adiningsih, started reclaiming a total of 500 hectares in east Ancol, North Jakarta.

According to the map, the ongoing project is also part of the Pluit-Cilincing line.

The ongoing project has pros and cons. Many experts, including former deputy governor, Bunyamin Ramto, criticized the project, saying that this reclamation would result in floods in Jakarta.

Land scarcity

In a bid to deal with land scarcity the administration plans to add 2,700 hectares of land by reclaiming land off north Jakarta.

The waterfront or the reclaimed area will be split according to use, with 1,222 hectares earmarked for residential areas, 88 hectares for businesses, 426 hectares as a combination of industrial estate and business center areas, 37 hectares for green areas, 420 hectares for mangrove forest, 136 hectares for port and industrial areas and 371 hectares for general facilities.

The waterfront will be divided into three zones: the western zone (from Pluit to Kamal Muara) will be used as a residential area extended which is the extension of the existing ones, the central zone (from Pluit to Koja) will be used as a central business district, and the eastern zone (from Koja to Cilincing) will be used as the extension of Tanjung Priok port, business center and low-cost residential area.

Meanwhile, the commission urged the central government yesterday to provide Jakarta administration with more money to overcome flood problems.

Chairman of the hearing Muhammad Muas said that flood problems will not be resolved without more financial assistance from the central government.

Governor Surjadi said that due to financial problems the city administration can only handle 8,170 of the 24,000 hectares of flood-prone areas.

For example, the development of the flood control system in East Jakarta was delayed because it lacked the Rp 460 billion to buy the land. "It's too pricey," he explained.(yns)
