Bids for coast reclamation project to be offered in March<\/p>\n
JAKARTA (JP): The city administration will start offering
\nparts of the 35-kilometer land reclamation project to local and
\nforeign developers next month, Governor Surjadi Soedirdja says.<\/p>\n
Speaking at a hearing with the House of Representatives'
\nCommission X yesterday, Surjadi said that the project will be
\npart of the reclamation of the north shore, from Pluit to
\nCilincing.<\/p>\n
\"The detailed list of the operations up for tender has yet to
\nbe completed. A breakdown is in the pipeline,\" he said, adding
\nthat the administration should make sure the work is carried out
\nproperly.<\/p>\n
\"Who will own the new reclaimed land, how much the developers
\nmust pay the city administration, and the conditions of the
\nenvironmental impact analysis must all be made legally clear,\" he
\nsaid.<\/p>\n
There will be many contractors on this project, he confirmed,
\nbut refused to be pinned down to any specific figure for the
\nvalue of the project.<\/p>\n
Last year, the city council approved the provincial decree on
\nland reclamation after a private developer, PT Manggala Karya
\nYudha, which belongs to President Soeharto's youngest daughter
\nSiti Hutami Endang Adiningsih, started reclaiming a total of 500
\nhectares in east Ancol, North Jakarta.<\/p>\n
According to the map, the ongoing project is also part of the
\nPluit-Cilincing line.<\/p>\n
The ongoing project has pros and cons. Many experts, including
\nformer deputy governor, Bunyamin Ramto, criticized the project,
\nsaying that this reclamation would result in floods in Jakarta.<\/p>\n
Land scarcity<\/p>\n
In a bid to deal with land scarcity the administration plans
\nto add 2,700 hectares of land by reclaiming land off north
\nJakarta.<\/p>\n
The waterfront or the reclaimed area will be split according
\nto use, with 1,222 hectares earmarked for residential areas, 88
\nhectares for businesses, 426 hectares as a combination of
\nindustrial estate and business center areas, 37 hectares for
\ngreen areas, 420 hectares for mangrove forest, 136 hectares for
\nport and industrial areas and 371 hectares for general
\nfacilities.<\/p>\n
The waterfront will be divided into three zones: the western
\nzone (from Pluit to Kamal Muara) will be used as a residential
\narea extended which is the extension of the existing ones, the
\ncentral zone (from Pluit to Koja) will be used as a central
\nbusiness district, and the eastern zone (from Koja to Cilincing)
\nwill be used as the extension of Tanjung Priok port, business
\ncenter and low-cost residential area.<\/p>\n
Meanwhile, the commission urged the central government
\nyesterday to provide Jakarta administration with more money to
\novercome flood problems.<\/p>\n
Chairman of the hearing Muhammad Muas said that flood problems
\nwill not be resolved without more financial assistance from the
\ncentral government.<\/p>\n
Governor Surjadi said that due to financial problems the city
\nadministration can only handle 8,170 of the 24,000 hectares of
\nflood-prone areas.<\/p>\n
For example, the development of the flood control system in
\nEast Jakarta was delayed because it lacked the Rp 460 billion to
\nbuy the land. \"It's too pricey,\" he explained.(yns)<\/p>",
