BI and Local Governments Step Up Digitalisation of Regional Financial Transactions
Bank Indonesia (BI) together with the Task Force for Acceleration and Expansion of Digitalisation of Regional Government (Satgas P2DD) continue to push the enhancement of capacity of local governments to strengthen the implementation of Elektronifikasi Transaksi Pemerintah Daerah (ETPD) – the electronification of regional government transactions. This move is also an effort to promote digitalisation of public services and more transparent and accountable management of regional finances.
One of the initiatives is the Program for Capacity Building and Synergy Literacy P2DD (KATALIS P2DD). KATALIS P2DD is a concrete step in supporting the national development agenda Asta Cita as well as accelerating digitalisation of regional finances in a more targeted and sustainable manner.
Deputy Governor of Bank Indonesia Filianingsih Hendarta said at the “Inisiasi KATALIS P2DD” launched online and attended by regional secretaries (Sekretaris Daerah), the Revenue Agency (Badan Pendapatan Daerah, Bapenda), and Regional Development Banks (Bank Pembangunan Daerah, BPD) across Indonesia, yesterday, Wednesday 4 March 2026.
Filianingsih said that to support the digitalisation of regional finances, BI has introduced various payment system innovations that strengthen the implementation of ETPD.
“One of them is the Indonesian Government Credit Card (Kartu Kredit Indonesia, KKI) for the Government segment. Since its launch in 2022, Government KKI has been used by 267 regional governments with total transactions reaching Rp665 billion,” she said.
In addition, various local governments have also utilised QRIS to boost regional revenue, improve efficiency and transparency of regional government transactions.
KATALIS P2DD is designed as a collaborative space for joint learning among local governments. In 2026, KATALIS P2DD focuses on three main areas: capacity building and literacy of human resources in government, strengthening collaboration and sharing best practices between regions, and standardising systems to promote interoperability and prevent unintegrated digital services.
Deputy Minister of Home Affairs Bima Arya emphasized the importance of strengthening coordination and collaboration among stakeholders in accelerating the implementation of ETPD in the regions. According to Bima, benchmarking between regions can be a vehicle for sharing best practices that should be followed with adequate human resources readiness and digital infrastructure support.
“Efforts to socialise and educate the public also need to be strengthened with active support from regional governments and stakeholders in the provinces,” he said.
Ferry Irawan, Deputy for Economic Affairs at the Coordinating Ministry for Economic Affairs and as Chair of the Satgas P2DD, stated that throughout 2025 the policy for Acceleration and Expansion of Digitalisation of Regions (P2DD) has propelled the development of the digital ecosystem significantly. This is reflected by 511 regional governments (93.6%) that have expanded digital channels for paying taxes, retributions, and expenditures through the use of QRIS, e-money, and cooperation with e-commerce.
Going forward, the 2026 P2DD policy is directed at strengthening the regional digital ecosystem, enhancing public services and compliance, and promoting regional expenditure that is more effective and impactful.
“The KATALIS P2DD Forum is expected to realise various collaborative efforts, implementable strategic steps, and become a knowledge-sharing forum for exchanging best practices in the oversight of government priority programs,” Ferry said.
KATALIS P2DD also functions as an interactive learning platform and capacity-building for the local government HR as the Team for Acceleration and Expansion of Digitalisation of Regions (TP2DD), with BPD as the Bank for Regional Cash Accounts (RKUD), and various parties within the regional digitalisation of finances ecosystem.
The programme aligns with the Indonesia Payment System Blueprint 2030 (BSPI 2030), particularly the ‘Innovation’ pillar which aims to build collaboration in driving innovation and balanced acceptance to ensure comprehensive EKD integration.
The initiative is pursued by promoting payment service innovations, strengthening digital literacy and acceptance, and reinforcing risk management and consumer protection. KATALIS P2DD will be carried out continuously throughout 2026, with focus on Q1-2026 to align road map, policy direction, and priority programmes for the acceleration and expansion of regional digitalisation nationwide.
