BGN: Selection of EO Service Providers in Line with Procurement Mechanisms

The Head of the National Nutrition Agency (BGN), Dadan Hindayana, explained his agency’s considerations in appointing an event organiser service provider. According to him, the selection of the event executor service provider was carried out through a lawful mechanism.

“The mechanism refers to the applicable government procurement of goods or services provisions,” he said when contacted on Tuesday, 14 April 2026. The regulation in question is Presidential Regulation No. 46 of 2025 on Government Procurement of Goods/Services.

Dadan claimed that his agency’s selection of the EO service provider was also conducted transparently, accountably, and efficiently. “In that process, BGN did not make appointments arbitrarily,” he stated.

He said there were several considerations required by BGN for the EO service provider company. Dadan explained that the company must meet administrative and technical requirements, be officially registered in the national procurement system, and have experience.

“This experience is important because government activities have specific characteristics,” he said.

According to Dadan, an EO service provider company accustomed to handling government projects will be more capable of minimising risks of errors, both administrative and technical. BGN, he said, also often selects EO service provider companies with stable financial conditions.

“In government procurement practice, work is often carried out without upfront mechanisms, so providers must be financially capable of funding activity operations first,” said this IPB University lecturer.

Previously, BGN was recorded as frequently hiring EO services during the implementation of the 2025 Free Nutritious Meals project. The total budget allocated by the nutrition agency for EO service procurement amounted to Rp 113.9 billion.

Tempo downloaded data on the realisation of BGN’s goods and services procurement published by the Government Goods/Services Procurement Policy Agency (LKPP). In the document, there were at least 31 EO service procurement packages carried out by BGN in the first year of MBG project implementation.

The majority of those EO service procurement packages were for activities at BGN’s head office. Beyond that, BGN also hired EO services for human resource capacity-building agendas of the agency.

There were two companies appointed as EOs for those activities. They were Azka Jaya Pratama worth Rp 419 million and Senawangi Citra Imaji worth Rp 391.3 million.

BGN also hired EO services from a company named Maria Utara Jaya for technical guidance on risk management in the Regional Nutrition Fulfilment Service Office area. The EO service procurement package for this activity was worth Rp 18.47 billion.

This agency implementing the MBG project also procured EO service rentals for the World Anti-Corruption Day Fun Run event last year. A company named Kredo Aum was appointed as the EO, with a contract value of Rp 1.3 billion.

Not only that, BGN used a budget of Rp 16.59 billion to hire EO services from a company called Falah Eka Cahya. The EO service procurement from this company was to support Training of Trainers for Risk Assessment at Nutrition Fulfilment Service Units.

For off-head-office meeting implementations, BGN also hired EO services. This agency, newly formed in the Joko Widodo administration, appointed two companies: Greenlite Kreasi Abadi worth Rp 465.5 million and Gloria Abdi Cendana for Rp 242 million.
