Beware! Scams Involving IKD Activation Impersonating Depok's Civil Registry Office on the Rise
Residents of Depok are urged to heighten their vigilance against scams perpetrated in the name of the Civil Registry and Population Office (Dukcapil). The modus operandi employed by the perpetrators involves offering services to activate digital population identity (IKD) in exchange for a sum of money and personal data.
This incident has begun to unsettle residents, particularly new arrivals. One victim, Rafik, 40, claimed to have been contacted by someone purporting to be a Dukcapil Depok official via telephone. The perpetrator promised a swift processing of the IKD.
“He offered services to handle the digital Population Identity (IKD) in exchange for a sum of money,” said Rafik, quoting his conversation with the individual, on Wednesday (1/4).
Rafik, a recent arrival from West Bandung Regency, is currently attempting to digitalise his electronic ID card (KTP-el) to become a permanent resident of Depok City. However, he grew suspicious when the individual began demanding administrative fees. “The supposed Dukcapil official said that processing and activating the IKD or digital ID incurs a fee,” stated Rafik.
Darmi, 50, a migrant from Pekalongan, Central Java, experienced something similar. She claimed to have been contacted via WhatsApp short message by the perpetrator, who requested sensitive data and instructions to download a specific application.
“I was contacted by the perpetrator via WhatsApp, claiming to be a Dukcapil official, and asked to download an application for IKD activation. The caller also requested personal data such as NIK, family card number, and KTP-el photo to facilitate data correction for IKD activation,” said Darmi.

In response to the increasing reports, the Head of the Civil Registry and Population Office (Disdukcapil) of Depok City, Mary Liziawati, spoke out. She affirmed that all population administration services in Depok City are provided without any charge whatsoever.
She explained that this policy has a strong legal foundation. In accordance with Law No. 23 of 2006 on Population Administration, all services from data recording to the printing of electronic ID cards are free.
“This policy is officially regulated in Law No. 23 of 2006 on population administration, so any levies are illegal fees,” Mary stressed.
Furthermore, Mary advised the public not to easily trust individuals requesting confidential information. The Dukcapil office never requests data through unofficial channels or demands access to personal security features from residents.
The public is expected to visit the sub-district office or official Dukcapil Depok service outlets directly to activate IKD safely and legally. “If anyone asks for OTP, PIN, password, or even money, that’s not from us; it’s definitely a scam,” she concluded.
