The Bekasi Regency Government has begun implementing a work-from-home (WFH) policy for civil servants (ASN) every Friday. This step follows a circular from the Ministry of Home Affairs dated 31 March 2026 on adjusting work culture.

Bekasi Regency Secretary Endin Samsudin explained that the policy allows 50% WFH implementation for supporting regional apparatus units. ASN directly involved in services must continue working from the office (WFO).

“For service departments and those handling disasters, 100% must work in the office,” Endin stated in his comments on Monday (6/4).

The Secretary added that the WFH policy for ASN is a response to central government instructions to save fuel oil (BBM) consumption by public servants, including at city and regency levels.

“This WFH policy comes from the central government, so we follow the Home Affairs Minister’s circular to implement WFH once a week on Fridays,” he clarified.

Endin emphasised that the policy does not apply to all apparatus but only to about 50% of total ASN in the region or those not directly involved in public service tasks and functions.

Meanwhile, regional apparatus organisations (OPD) directly related to public services, such as the Regency General Hospital, Civil Registry Office, Regional Financial and Asset Agency, licensing, education service units, cleanliness and waste management, and emergencies, must carry out duties fully without WFH. Supervision of the policy’s implementation is fully handled by each OPD head, who is also responsible for its technical execution.

“Supervision of WFH ASN is by each department head. They are also responsible for the schedule, who does WFH and who works in the office, according to institutional needs,” Endin said.

The Secretary urged all regional apparatus heads to implement the policy optimally without disrupting the main tasks and functions of civil servants, ensuring that the wheels of government and bureaucracy continue to run normally.

As reported, the Ministry of Home Affairs has officially implemented new rules on the WFH work system for ASN in regional governments, with requirements to respond to calls or messages within a maximum of 5 minutes and ensure mobile phone locations remain active during working hours. These provisions are outlined in the Home Affairs Minister’s Circular Number 800.1.5/3349/SJ on transforming ASN work culture in regional governments.

In addition, Endin continued, the Bekasi Regency Government is preparing for the 2026 Development Planning Deliberation (Musrenbang) for 2027 development planning. The peak of the Musrenbang is scheduled for 8 April 2026 at the Wibawa Mukti Building. With the theme ‘Equitable Infrastructure for Connectivity, Quality Services, and Sustainable Economy’, all OPD are asked to compile priority programmes that directly impact the community.

“Proposed programmes must truly be priorities and their benefits felt by the community,” the Secretary stressed.
