Bekasi City Government Still Awaiting Central Government Assistance for Bulak Kapal Flyover Construction
Bekasi City Government is still awaiting clarity on the form of assistance from the central government to accelerate the construction of the Bulak Kapal Flyover in East Bekasi District, Bekasi City.
Head of the Bekasi City Public Works and Water Resources Department (DBMSDA), Idi Sutanto, stated that discussions on the assistance are currently at the coordination stage at the central level, with no official directives yet received by the local government.
“At present, we are still waiting for the presidential assistance scheme, whether it will be through the Ministry of Transportation, the Ministry of Public Works, or directly to the regions. We are still awaiting follow-up from the Coordinating Ministry for Infrastructure and the State Secretariat,” said Idi when met at the Bekasi City Hall Plaza on Monday (11/5/2026).
However, to date, the local government has not received certainty regarding the assistance mechanism or the project implementation.
“Because we are the local government, our role is only to inquire. The last meeting was on Thursday from the Ministry of Finance and the Coordinating Ministry for Infrastructure. It has escalated, but there is no official directive yet,” he said.
Idi hopes that within one to two weeks, there will be an official decision from the central government regarding the continuation of the Bulak Kapal Flyover project.
“Hopefully in one or two weeks there will be news, then we can confirm,” he said.
Idi explained that previously, the construction of the Bulak Kapal Flyover had been included in the West Java Provincial Government’s development plan with an initial budget of Rp 20 billion this year.
However, after the central government’s statement on accelerating development following the train accident in Bekasi, the Bekasi City Government and the West Java Provincial Government chose to wait for certainty on central assistance before proceeding with the project stages.
“But because of the statement from the central government on acceleration, the province and the city government are waiting for certainty on the presidential assistance. If it happens, we will shift the Bulak Kapal budget to monthly projects,” said Idi.
Previously reported, President Prabowo Subianto highlighted the many level crossings that still lack adequate security systems, making them prone to accidents.
This was conveyed by Prabowo after inspecting victims of the accident between the KA Argo Bromo Anggrek train on the Gambir–Surabaya Pasar Turi route and the KRL Commuter Line at RSUD dr. Chasbullah Abdulmadjid, Bekasi City, on Tuesday (28/4/2026).
“In general, we note that many railway crossings are not guarded. The Bekasi Regional Government has proposed building a flyover because Bekasi is also dense and the railway needs are very urgent,” said Prabowo.
The central government is also said to be preparing a budget of up to Rp 4 trillion to improve security at level crossings, including building flyovers at high-risk points.
